Construction began in January 1972 and was completed in January 1974. The hotel began operations on January 25, 1974 and offered 752 rooms accommodating 1,386 guests and serviced by an 800-person staff, air conditioning, a restaurant, a café, a cocktail bar, a hairdressing and beauty salon, a foreign exchange store and a banquet hall for 1,000 people. The hotel was focused on serving guests from abroad, and in the first years it hosted, among others: President Jimmy Carter's team and ABBA.
