I feel strongly that tortoises should be kept outside at least part time, climate, space and other factors permitting.You do have to take your local wildlife into account. Knowing what you might encounter will help you keep your tortoises safe. I do recommend using cameras to keep an eye on your tortoises, you never know who might be visiting late at night. We've seen raccoons, opossums, armadillos, snakes, lizards, toads, feral cats, and hawks. I use ​⁠‪@wyze‬ cams and try to make it a habit to check the cameras in the morning.
Larger tortoises like adult redfoots are pretty safe. Where I live raccoons are my main concern. You can take steps to provide extra safety, like locking your tortoises in a night house or bringing them inside at night. You could also surround your enclosures with hot wire or build securely fitting lids.
