@@ducksongfansI think he means when a skelton shoots a fire arrow at a tnt and causes creepers to die which registers as the skeltons killing them

I haven't tested it, but if you don't have access to slime blocks a trap door moght work instead of needing the sticky piston

Just use boats, both for the skeleton and the creepers. They're way better than the piston contraption no matter the minecraft version. The pistons can only trap one entity and they sometimes fail, whereas boats will hold two entities each, will never fail, and you can lay a lot of boats in front of a single skeleton. They are also much cheaper and easy to obtain than pistons. Finally, for those playing 1.16 or above, boats also prevent mobs from despawning, so this also saves a nametag.
