criminals stalking me for 2 years from work. now they are paying neighbors kids, my job, where i apply so they are blocking me from getting work, for a place to live. These people need to go to prison. They do this during the working day, so their company is paying them to do this. They need jail asap! they stole money from me, hack my netowrk, i am losing money every day as they are blocking me from working.

If a complainant tells police that the accused said s/he will hit them, but then the complainant keep following the accused around at close range, does that prove the complainant did not have any reasonable fear and did not really feel harassed/threatened? And may even have lied to police about the alleged threat.

That’s the question I have. Someone accused me but sat in my house and refused to leave and then finally left after an hour and went to the police.

i daresay the answer is 'yes': it is not (psycho-)logically possible for the so-called "reasonable person" (here, the complainant) to make a truthful complaint of a threat from another party and then subsequently intentionally and with malice follow that party around while maintaining that they are in fear of the very party that they, with malicious intent, follow around.
