The justifications for some of the non sensical, laughable story decisions are out of this world, and this is coming from someone who really likes the story of this game. The infected humans can apparently still see and are semi conscious. They are heavily diseased and in constant pain. One note in the hospital of a man who was infected mentions a constant hunger and that his eyes hurt, to give you some more insight on the affliction.
