Shutters are typically the ones on the outside of the house, i've personally never heard blinds called shutters. But to reiterate your point, yes, english is fucked. I'm american and i was talking to a brittish buddy about cooking "biscuits and gravy" (american bisciuts, not brittish biscuits aka what americans call cookies). He was confused as hell as to why anyone would put gravy on a cookie.
An example of shutters are those double hinged doors that can be closed over windows from the outside, thus shuttering them. Blinds are on the inside of window.
