research worker here! in case you didn't know... many research facilities use a small sample size in comparison to the population that it's generalized for. try looking through PubMed! they have millions of medicine-related examples. in my lab, we usually go for a sample size of 100-200 depending on the study and the stage of research we are at. these papers are published by a university on a government level, intended to inform broader populations. in my case, it's most likely applied to americans. 200/3+million is even smaller than the proportion you calculated. if you think raymouse collecting 500 data points (all by himself!!) is not enough for you... maybe you should start worrying about smth else

It also has a few other advantages. One, Hu Tao doesn't have C2 bait, and even C1 is often seen more as QoL than anything else. Which means that people will feel more free to pull for that over cons (unlike Raiden with C2). It is also an earlier weapon so it initially had less competition. And even today, polearms, like catalysts and claymores, just don't get as many good weapons as swords and bows.
