Eventually the value of a legal fire department became obvious. They would legalize cocaine and other drugs (which would be smart) theres just too much blowback on it...whereas booze (ten times more dangerous than marijuana) is A-OK because its impossible to restrict. Even the restriction of cocaine doesnt work, and its mostly a make-work project for the feds and police. Most countries legalize it knowing: fewer addicts, more profit from the taxes.

I work in construction here. It's pretty much still like this. The only difference is the mob/unions "shake down" the builder before construction ever starts with added licensing/contractor/concrete/brick mason "fees" ETC. With EVERY "new" building/renovation project in NY (and MANY other cities), rest assured the mob is seeing something.
For whatever his minimal amount of public school system education is, this man just gave an economics lesson, regarding how Cosa Nostra would make a lot of the money they made, & also explained the bid-rigging that goes on, too, & he does it just about as well as any person could do, 8th grade education or Harvard education. I've lived in neighborhoods in NJ where as much as 50% of the population is Italian. None of these people sound like the stereotypical Sopranos shit. I am an estimator/sales guy in the construction industry, and what Joey is saying here about bid rigging in NYC is spot on. What he fails to mention is how many contracts get awarded simply based on the race, gender, and even sexual orientation of the owner of the company. My boss is an ivy league educated millionaire with an IQ in the 130s, and he is awarded contracts because of the color of his skin, under the pretense that he is a disadvantaged minority. Disadvantaged my ass. He is smarter than 95% of the population, and is well within the top 1%. He drops $100k annually in tuition for private elementary schools for his 2 kids. Does thst sound like a disadvantaged business owner? Public contracts awarded based on race, gender, or sexual orientation. Look it up. MBE & DBE.

The last part regarding bidding is soooo true. It's like that even with condo property managers. I used to hear they'd get kicked back a chunk (50k to 100k) giving the jobs to certain companies for a higher price etc..
Facts. I'm a construction worker in NYC. I've been on deckjobs and we need a "pick" to keep the job moving, we know who has to get taken care of for that "pick" to come through.
I grew up in the 70s and 80s in an area not far from where some of the main people portrayed in Casino came up. When it’s close to you, you don’t have to be in it to be aware of it. You end up in school with, having friends, or maybe even dating somebody’s relative. An attempted hit of a well known person took place within blocks of my home when I was about 13. I remember for a few years around that time, there were reoccurring stories of bodies being discovered and cars being shot up or blown up on the local news. My neighbor who was very friendly to me and my family as a kid moved out one night without telling anyone. I could go on, but my point is that there’s a good chance that Joey is not just making stuff up.

As a life long Nee Yorker, Joey is 100% correct their are constant construction projects going on in NYC and NJ The BQE (Brooklyn Queen Expressway). 5 miles of the BQE have been under construction for 30 years (Daily News Report). The Pulaski Skyway in Jersey was sold to the commuters as a 2 year project, took 6 years and was a 500 Million over budget. The worst part was it was re done and was not expanded (still 2 lanes in each direction). The World Trade Center, 10 years to complete and 2 Billion over budget the building stands today with only 20% occupancy. Not only are the bids controlled but they keep on asking for extensions. “We couldn’t get it done in the promised time, we need an extension” of course at more cost.
