Fun fight actually, Leon is fast and doesn't stagger easy making him a good early challenge. Leon has four moves, a fire ball (fast and really fun to counter, you need to swing right before it comes out and boom countered), a horizontal slash (which can be followed up by the sideways swing) , a sideways swing (which can be followed up by the horizontal slash) , and a jump to close distance. The strategy I found is, counter the fire ball for stun into full air combo and if he starts walking at you jump attack to counter the first attack then right before his second swing land and do a grounded attack countering that one, after only go for two swings because they will stagger, if you go for a third swing his stagger wares off so he will hit you. I'm pretty sure you can hit him while he's jumping too so have at it. Lol my slip up at the beginning.
