its astounding the recklessness of some drivers in CA, surely they can see from a distance a incident had occurred and the need to slow down, they need to find the culprit and charge him/ her for hit and run.

Most people do hit and runs due to fear of going to jail. We really need to change a lot of laws so people will be willing to stop when they hit someone, rather fear for going to jail over saving a life. Rest in Peace Jacob
