Join me for this free motion plus technique using both freemotion and templates to define the bones for this design and then to sew it out. I used the Simple Circle Set 2 from Westalee Design to compose the larger feather from this set and the 2" circle from the Westalee Sampler Set to map the 4" border feather.
As a good ruler of thumb, I recommend that the circle is about 1/2 the size of the border space. 2" Circle for 4" border, 3" Circle for a 6" border. This is a guideline and not a ruler. Do what works for you!
