City have very little incoming revenue from abroad or anything, so how can it be financially possible to invest 1.5 billion and that still give every one else a fair chance ? I don't know if it matters that at least half was spent on facilities etc. That's not what bothers me, what does is if you haven't broken fair play rules who's to say other clubs won't follow suit and then the game will be spoilt. If it's found that city have acted within the rules then the rules need to be changed or the game will be spoilt. I just don't see how investment that big is fair on others, im not saying I know the rules or investment shouldn't happen , but just that the amount should be capped, which it clearly isn't in a way I would like as city have proven
