Hey. So, moving windows like in thins tutorial is not a 'Maya' specific thing, it is actually part of the windows OS to move the active window, so would work for any application (However, Maya is particularly bad at adjusting screen layouts so we see it more with Maya than other programs). The windows command we are using here moves the active window. So if you are trying it and it is moving the main Maya UI, it means windows sees that as the active window. When you try to open a new window from within Maya you should see that the top bar dims slightly, that means it is no longer the active window and the one you just opened is. Make sure you do not click back on the main Maya UI before trying this technique. Hope that helps
