I like that even though his face is unchanging his words lend a different feeling to his expression with each conversation. He's so goddam smug when he first reveals himself, it becomes comical to see him melt in front of the maniac that is the courier.
While Mr. House might disapprove of you going straight for Bunker Hill after directly facing off against Benny, he would likely approve of how Obsidian covered all of its bases when it comes to story progression.

There’s a difference. House is *A* corrupt bureaucrat. The NCR are an entire nation of corrupt bureaucrats. I’d rather deal with one corrupt bureaucrat than thousands of them.
But he's not corrupt in any way shape or form. The ncr is corrupt because its politicians are all paid for and subsequently controlled by brahmin barons, companies like crimson caravan etc. Mr house isn't bought by anyone and he certainly doesn't let anyone influence the course of action he wants to take.
The "goodbye" dialogue option there actually doesn't immediately leave the conversation. If you insist on leaving I think he still gives you a brief instruction, so there's no way to get there without being told the choice
