Fallout 3 haters will say 3's mutants are just stupid/ are basically just orcs, but honestly with the writing I would say they're basically just post apocalyptic cavemen, well suited for their environment but they don't understand/ have the comprehension to know how things work, yet with what little knowledge they have they manage to create more mutants. Honestly if they didn't push away Uncle Leo and imprison Fawkes and any other intellectuals among their kind, they probably could have a far better quality of life, they basically are what the West coast unity is trying to do without the Master to guide them.
