Disclaimer: I am not putting down Mongolia's containment efforts, they have had success. However, That is because Mongolia's border is very sparse with only a few roads from China's Inner Mongolia Province (which was not badly affected by COVID-19) heading into Mongolia and even then, that is several 1000km to Ulaan Baatar, the only major concentration of people. Mongolia is mostly empty. On the other hand, Vietnam's northern border with China is very populated with over 10 million (3 times Mongolia's population). Hanoi, the capital is just on the other side. Google Maps or Google Earth can confirm this concentration. There are also public buses, trade, and many more flights to and from Vietnam and China.
