I watched this video to compare my high school with the one you went to. 1- The cold is not felt as much in BUENOS AIRES, literally the south of the country reaches Antarctica (which is just as cold as the Arctic in the northern hemisphere) 2- When I was 14/15 we had to go in blankets because the heating was broken (lwe even called the local newspaper to ask the mayor to take charge) 3- At my school they gave a quarter absence for arriving up to 15 minutes late (until 7:35), then you had until 8:20 so they wouldn't give you the entire absence (except that it was a day when you came in late because the teacher didn't come to work)

I am sure that spending my exchange in Japan would be so cool! But I prefered to go to some spanish speaking country to improve my spanish - to be able to communicate with my family in Perú😊
