Newark Ohio Fire Department Command View of house fire, civilian injury due to drug manufacturing

On February 26th at 0758 hours NFD units were dispatched to 204 Essex Street for a report of a house fire. While responding, Dispatch reported additional calls reporting a house a fire. NFD units had previously responded to this house which was a known vacant home.
The following equipment was on the initial assignment:
Battalion-1 with a crew of 1
Rescue-1 (engine/rescue) with a crew of 3
Medic-1 (firefighter/paramedics) with a crew of 2
Engine-2 with a crew of 3
Medic-2 (firefighter/paramedics) with a crew of 2
Rescue-101 (engine-rescue) from Madison Township with a crew of 3
Tower-51 from Heath with a crew of 4
The following equipment added themselves
Chief-1 NFD's Fire Chief 40-hour admin
Chief-2 NFD's Deputy Chief 40-hour admin
I-20 NFD's Fire Marshall 40-hour admin
Prevention-2 NFD Fire Inspector/Investigator 40-hour admin
Ladder-3 with a crew of 3 after clearing from an EMS call
Medic-3 (firefighter/paramedics) with a crew of 2 after clearing from an EMS call
The working fire assignment brings an additional 2 engines
Engine-52 from Heath with a crew of 2
Engine-541 from Newark Twp with a crew of 4
Later a request for additional medics brought
Medic-101 from Madison Twp with a crew of 2
Medic-548 from Newark Twp with a crew of 3
The first arriving fire apparatus was Rescue-1. While the crew was stretching a line the driver opened up the deckgun into the Bravo window on Division-2. On my initial 360 the rear bedroom was fully involved.
The application of the deckgun knocked down the fire in the second floor hallway and rear bedroom allowing an occupant to escape by jumping from the rear window on the Charlie side of the building. This person sustained serious injuries from the fire. A request for Air-Evac was made, however, they were unable to fly due to heavy fog. The patient was transported by NFD medics by ground to Ohio State University Hospital in Columbus, Ohio. The fire investigation revealed that the cause of the fire was a result of drug manufacturing.

Pacifica1123 Yes , that’s what it means , it would be difficult for the firemen to get around to put out the fire due to the underlying clutter and barley any room to move .. delaying their time ( I hope that helped explain it to you better 😊)

Agreed - calm and collected, precise and calculated, considers risks to not only the public but also his crews. It even seems that he listens to the tone of personnel's voices on the radio to gauge their safety.

This goes to show that when the call comes in for an abandoned structure you can never assume it is vacant. That is something news and the public have a hard time understanding why they have to go in and clear it if possible, if it is abandoned or vacant. You just can never assume anything.

@@ffjsb You will get grief, but you are absolutely correct. How many guys have been killed doing a primary search on a building or house that is so well involved that the conditions are incapable with life? Worchesters last couple LODDs were also searching for people that were not home or outside. I see far too many comments about going in no matter what and that is a very dangerous tactic. Years ago, I responded to a mobile home fire in my POV. Had bunker gear in the trunk, but no SCBA. The radiant heat was so intense it was burning exposed skin from the neighbor's yard. Didn't hear any smoke detectors. There was a two year old girl inside. Was she dead before I got there? Absolutely. Would I have died if I went in to try a rescue? Absolutely. Would the other guys try to make a valiant attempt to save me even though I was most likely dead? Absolutely. Did it suck? Absolutely. Those aren't the ones where there should be a bad outcome, but it happened. I know the question is asked at many oral review boards about following your officer into a fire that is a death trap. I disagreed with some of my coworkers. They wanted the applicant to answer that they would go in. Our job is to save lives. You save that officer's life by stopping him from going into a no win suicide mission. Maybe I would be okay if that officer decided only he was going in and no RIT should attempt to save him if he goes down. One of the best decisions made by a chief was the chief in Worcheater that physically blocked anyone else from entering the cold storage warehouse. Did his guys hate him when he did it? From what the chief says, yes, they did. When the calmer emotions took hold later on, did his guys understand? Yes. They did. Riding seat is an awesome responsibility. There are SOPs, SOGs, etc to guide you in your decision process. It is possible to make no mistakes and still lose. It isn't a weakness. That is life.

@Todd Mustafa Ali exactly you were a cop who helped out on scene. I respect that 100%. But you weren't a firefighter and dont know what it is like to go into a burning building. It's not as easy as it looks from the outside fire is its own animal.

I agree that you can never assume a vacant structure is truly indeed, vacant! As more and more homeless people are driven from certain parts of communities it will only drive them to seek shelter in other open structures-buildings!

This was a pleasure to listen to from a scene command standpoint. I have been an EMT on both a paid and volunteer basis. I've completed the NIMS 100, 200, 300, 400, 600, and 700 courses. I was a part of the FEMA response for Hurricanes Ike and Gustav where I was stationed in Alexandria, LA for two full weeks. In other words, I've been exposed to many incident command type situations. A good incident commander is calm, cool, knowledgeable and decisive from the moment of arrival on the scene. The incident commander at this fire was as professional and precise as any I've ever heard. Granted, this was a fire in a single structure but the incident command system is structured in a way that allows for expansion up to a point where many individuals of all involved services can be controlled by one incident commander. The commander of this incident, in my opinion, could step into the same leadership position for any size incident. It's very easy for any scene to go to pieces very quickly in the absence of quality leadership. This was so well done that it almost looked like something that had been organized and rehearsed many times so that a training video could be shot. I am not from Newark nor from Ohio for that matter. I would still like to say Thank You to all the first responders that had arrived to this fire for their bravery of running towards and into most ppl run away from! I appreciate you all, from the Fire Dept, Police Dept, as well as EMS and Medics. Truly hero’s to myself. If it weren’t for ppl in these professions, I myself would not be typing this today and I would have drown as a kid along a lake shore without being revived. Tho my childhood friend unfortunately did not survive, the efforts from our responders showed so much effort and bravery in a panic-full type of scenario, yet at the same time they all showed real emotion while being strong enough to lend supportive assistance to our families. This why we try to pay these people very well for the handful of hours of high-risk work. It's A job, nothing more. What is impressive is the responsibility for our safety and fire code enforcement. But like Trump, sometimes A poor response to a serious problem like covid 19 will cost lives.

Thank you for your videos. I am retired police, however we where trained of first responding and had full fire gear and SCBA in our squad cars. I can say I only used it one time. We where one of the first PD’s to try this out. It worked well and the department still uses it today.

One thing I love about this dept. is I don’t hear a dozen PASS alarms going off non stop like I do on most other fire videos. I know it happens to everyone but sometimes you see videos with so many PASS alarms going off you would never hear if you had a real FF down Pass alarm going off.

That is a huge pet peeve of mine. If a PASS alarm is going off you better be dying. Everyone that I work with knows that they need pay attention to their PASS alarm and know how to immediately silence and reset it. One of my fireground rules.

Really good command and control. I would love to see that Safety Officer writing on a clipboard. That is a critical backup to the IC to ensure unit location and status is up to date. It will be vital info if a mayday occurs. Learned this the hard way.

Viewing from the Kingdom of Fife, Scotland. You guys do great work, so much better prepared than our guys here. Most of our Fire personnel are first aid trained, and do not have EMS on the truck.

Just wondering what the thought was behind opening the front door with out having water on the fire. Created a flow path that you couldn't control (plywood removed). After the plywood was removed you could see the fire grow and smoke volume increase. Otherwise great job.

I know this not why you make these videos but it is the ultimate documentation why citizens need to support their fire department, including financially. When departments ask for additional funding this is the ultimate reason to support it.

The Chief Decker guarantee, two lines on the fire within 6 minutes of his arrival or you'll get bonus content! Great job to you and your team. Very very squared away and neat to watch in action. I do have to ask as an engineer, is there anything that can be done to make line deployment faster with newer hose technology? Seems like the Chief Decker guarantee could break new records if the lines could weren't such a hassle to deploy.

Please understand this is a question, and in no way a criticism. ISTR that when the first response would pull up, there was generally at least a 1-/2" hose on a reel which was almost instantly deployed while the water supply was being set up. Although perhaps a 1-1/2" line is like a fart in a whirlwind, it seems that getting even a little water ASAP would be a boon? Or, perhaps, strategies and equipment may have evolved over the years.

What type of district does your department cover do you cover a lot of residential wood frame dwellings or a mixture of everything? Also is there any chance we could get a station tour along with your command vehicle and front line pieces tour? Excellent video Chief

I’d like to start off by saying excellent job by everyone involved . Especially the Chief . Well done Sir . That was true leadership . I never critique fellow firefighters unless I see something that appears unusual or a possible safety concern . But at the same time I understand sometimes we need to step outside of routine to accomplish certain tasks . So my question is this , why was their a chief / officer using a handline on the delta side while crews were operating on the interior ? Normally we don’t attack fire from the exterior when we have lines in service and on top of the fire inside ? So I’m just curious as to what the reason for this was ? Maybe I could learn something here . I think most of us know that could have made things a lot harder for interior crews when it comes to fire suppression . I know some people don’t think that it effects the fire and pushes it right back into the crews inside . But I’ve had personal experiences with this type of situation and it definitely pushes the fire right back into those guys inside . Again , this is just an honest question . I was just curious as to why this was done . Other then that and a few other minor things everything went well . Great job to all of those involved and another great job to the Chief ! Thanks for watching. I'm going to try my best to answer your questions. In regards to the chief officer on the hoseline, if you are refering to the 7:50 mark, that is a firefighter (he has a black helmet, our chiefs wear white helmets). To the best of my knowledge he was knocking down exterior fire. This has had tar shingle siding (gasoline siding). As far as pushing fire, UL has disproven this myth so long as you use a straight stream. If you have been to UL's website, please take some time to go there. In our firehouses we understand the term hoarder condition and the additional fire load that it brings but we've never added it as common language understood by all when operating on a job. Sounds like something we should implement. Can you elaborate any further on the term, how it became common operation language, any particular job that lead your crews to adopt this term and if changes your operation plans when it is transmitted?

hoarder conditions cause four issues during a fire attack. 1) much higher and deep seated fire load. 2) difficulty in moving thru the house. 3) likely hood of a firefighter becoming trapped is high. 4) additional weight that absorbs water can result in an early collapse. each of these issues must be taken into consideration in the command decision process.

@@jonschneck4559 Brings up great points. Something that we'll discuss in tomorrow's training. I've seen it on EMS calls but so far I've not experienced hoarder conditions on a working fire. I'd love to hear from you and others on their experiences with this subject in a working fire.

Apologies if missed but did this house have a basement? Also was there a communication forwarded to local hospitals to be aware and report if any received burn patients arrived for care? The hospital the injured person was transported (OSU Wexner Medical Center or just OSU) is a 30 min ride lights and siren away, plenty of time to do it enroute.

David Theobald Nothing more was ever said about that, I am guessing that radio traffic did not make the final cut. I do live in the same county, by 500 feet but still most news come out of what has gone on in Columbus still, I heard nothing of this fire.

Can i ask why they took a line round the back but never charged it , then brought it round the front and went in the front door when there was a well developed fire venting out of the right hand side of the house?

Chief, Im not sure if you still monitor older videos but just a quick question. In your mind would a transitional attack but a reasonable option for this fire. I am not huge on transitional attack myself but I know there may be a time and a place.

To enter for search - that area of the structure was not involved yet and there could have been victims there (smoke/fumes throughout house = smoke inhalation/CO poisoning etc.)

Could you please clarify your labelling of the sides of the building? Alpha side is the front. Is Delta side the rear, with Bravo and Charlie being the left and right sides of the building as seen from the street? Thanks!

Just found this for anyone else who may be interested: "Sides A, B, C, and D: Terms used by firefighters labeling the multiple sides of a building starting with side A or Alpha being the front of the structure and working its way around the outside of the structure in a clockwise direction. This labels the front side A or Alpha, the left side B or Bravo, the rear side C or Charlie, and the right side D or Delta."

Alpha is the front, which is usually the street side. Bravo would be to the left side from the street view. Charlie is the rear. Delta is the right side from the street view.

Is there a difference between "containing" a situation and "extinguishing" a fire? This past Friday night (March 6/7th) a Hydro substation was destroyed by fire. According to the news media, the fire was "contained" by late yesterday afternoon. Last night, there were still fire vehicles on scene. There is still one fire truck there tonight (March 8). We are fine, although we lost power for approximately 24 hours.

Containment means the fire is confined to an area or building and isn't growing. Extinguished would be completely out.

Newark seems to have a lot of fires. How frequent of house fires I wonder compared to surrounding counties?

In 2018 we had almost 70 working fires in the city. That doesn't count any mutual-aid that we run outside of the city. I would say that we are on the busier end for a city of 50K residents.

Depends on the department or city. Our color code here in Arizona is newbies get yellow, then black, black n red is engine tech, black and orange is specialist, red is medical, Orange is captain, white is commander

That is a good question. Chief officer have white helmets. Captains and lieutenants have red helmets. Firefighters have yellow helmets.
