@@oliverclark5604 bishops have the right and duty to teach, rule, and sanctify. This includes disciplining her subjects. I think there is significant confusion on this topic. No one can be forced to become a Catholic for example.

My comment on your post: The church as a helper of the family gift role has no duties. Its "right[s]" as also of the state in its role as a helper of the family are 'required by the family to be respected as what they, persons in church and state roles, consider to be their rights' (direction of Pope St John Paul 11's Council for the Laity, dated 28 September 1994) and "which in saving the family, will save society itself." (Pope St John Paul 11, CL, 1988, 40).
