How is getting grief over an email you knowingly forwarded being "ratted out" in any sense? If you're a public official then your emails are by default a matter of public record even if they're deemed private, they're still logged and locked away in an archive. This wasn't him whispering a bad joke to a good friend while they were sharing a steam in their private spa then somebody had a bug in the room. The idiot hit send and broadcast the joke email. Whatever the consequences, he owns all that himself. You can legit argue how bad those consequences should be but there's no matter of a rat out.
