Sae Niijima is the prosecutor who is interrogating Joker throughout most of the story in Persona 5 (which is why up until a certain point the parts you play are a lengthy flashback since you're telling your story to her). Since she's a prosecutor, she works for the SIU Director, who uses the prosecutors and a police force to investigate things. The director is a balding older guy like one of the enemies at the timestamp in the original comment, hence the joke

I feel like this was mentioned in either 3 or 4 though. That or Ryuji said something that implied it was the case. Tbh it would be cool if a persona game actually had a sort of RPG-styled section in the real world. Probably only make sense in a situation like Persona 3 especially since it is technically possible to summon a persona in the real world.
