The packs are opened and recorded for accuracy before the draft begins. If there are any foils they are removed and replaced with a non-foil version. Foil cards feel slightly different (the stiffness and "stickiness" if that makes sense) and they don't want to deal with deck-stacking, knowing what someone is about to top-deck, etc.

I read in the rulebook that you aren't allowed to talk in these types of tournaments. If you do it can result in a warning, a loss, or even being kicked out of the game itself.
So i came across an ebay auction today that i wish i had the money to bid, you guys should check it out. Coat of Arms x3, Death Baron x3, Cemetery Reaper x3, Liliana Vess x1. They're 2 foil death barons, and they are worth in the upwards of 20 dollar range.
My favorite part is not only did they miss that it wasn't Hydroform but Nimbus Swimmer, but they went into the, *ahem*, @$!%sucking mode trying to defend Ben Stark's supposed pick of Hydroform. They were like, oh shit, he picked it, let's talk about how useful it is so as to not sound stupid.
