It promises the girls in the series the ability to have fantastic powers to fight "witches" who hypnotize/attack humans and cause destruction/de@th in their wake. Little do the girls know, the pact steals the girls souls and traps it into a crystal, and destroying the witches will slowly cause the girls to become the same monsters they're fighting. So, in other words, that character costume is cute, but is of a horrible villainous creature.

Exactly. Looks like a German police special unit. The guy with the chain hauberk and staff is probably the one they put front and center to get at a guy with a knife. German law requires that amongst all available options the least harmful must be attempted first. So if the cops have any way to take down a guy with a knife that does not involve guns, that's what they're gonna do. So they will escalate their efforts around the guy to secure the area, get as many people as possible to safety, negotiate, wait, whatever. And they cannot escalate the implements of violence beyond the minimum required. So if the guy is unarmed they'll go in with shields, blankets and the like to overwhelm. If it's knives, they go medieval. Disarm, overwhelm and immobilize as the active intervention step. Blunt weapons only, naturally. Thus the stick. Firearms only get used if nothing else can be used against an armed perp. Or if immediate harm must be averted. So while there will be half a dozen heavily armed guys around in a standoff, they are basically the absolute last resort. So bonkman there is probably the bravest, most capable guy in the unit if he walks into a place to get a guy out without superiority of arms.
