This guard is letting the woman at the beginning have a long petting session with the horse, as she is standing right next to the sign, yet she pulls the horse away from others. She shouldn't be out there is she can't enforce the "rule." If the guards do nothing, they are part of the problem! Consistency is vital!!
Try and find new soldiers if you think it’s that easy! Do you have any young family members,that wants to join? Low pay, rigid discipline,it’s not that easy, the horses are looked after ,probably better than the soldiers!

So now we have " I 'm not allowed to touch the horse so I will stand close enough to tease the horse and the guard and pretend to touch." Until the rules change and there is a one metre rule to keep back...but based on today , the tourists will try to break them too.
Straight away another dozy woman right in front of the don't touch notices and the guard said nothing. I am finding this more than frustrating and cannot imagine it ever working properly.
Just the sign won't work, the guards need to go along and tell people not to touch. people still testing the guards by touching the horse and The guards didn't say anything. Are they not allowed to talk or shout anymore at those disrespectful tourists?

Some choose to ignore the sign. When a picture is taken with them standing by the sign they ignored, I often wonder what they say when they get home, review the picture and see the prohibition sign.
Either petting is allowed or not. This some can get away with it is ridiculous. I get so mad watching these vids. I scream at my iPad what are you idiots doing.

So these soldiers don’t care for their horses as much as they pretend to, that’s sad for those that honor the signs. That American didn’t set as great an example as you indicated,he purposely got in the horses face to get his picture.
I have been recently informed that the managers of this part of the palace do not expect nor desire too see the tourist stop petting the horses nor getting too close to the guards.
I mean really, there is this understanding of personal space, then there is the disrespect of touching a soldier who is on duty. I call total bull you know hat at that. So I guess respecting your country’s soldiers id less important than the disrespectful tourists who had no manners at all.
