I think you maybe misinterpreted the end of gen v. I suspect what happened is Homelander is dumb, arrogant, and kind of a bigot. He saw a black supe standing over an injured white supe and just decided in that fraction of a second that Marie Moreau was the attacker. He didn't care enough to actually double check anything, he just attacker he based on his 1 second observation. Vought was then put into a position that both allowed them to cover for homelander and discredit Marie Moreau (who wasn't exactly cooperative with Vaught leadership earlier).
Yea, be it frenchie or someone else (not named Butcher) makes more sense. I would almost be willing to bet on the post credit scene being a minor misdirect and that Butcher is tailing the person Mallory actually sent.
