It's weird because from what I know in the comics he's a downright prick. Yet in pretty much all other representations of him he's not exactly a reluctant villain but he's the first to do the right thing when he sees it's truly important.

Power Ring's origin is actually kinda interesting: I'd recommend reading it yourself by just checking out the DC wiki, but basically from what I can remember: the power ring itself isn't a GL ring. Since this an evil universe where everything is opposite, the ring sought after someone with great fear who had no will of their own, being downright cowardly, and forcing it's own will onto them, basically make him it's own meat puppet that's too coward to go against anything it says. That ring would then go on to end up in Earth 1 itself and be Jessica Cruz's actual GL ring for a long time, since she was a source of great fear and cowardice, but instead of forcing it's own will onto her, it just imbued her with the will to be as strong. It's been forever since I've read up on Power Ring so I could be misremembering things, and I doubt I'm not mixing up my GL mythos cuz of how long and convoluted it is, so I would recommend researching it yourself, but this is what I remember.
