The lesson of the Captain America series is that people given the serum have their personality amplified. This is more true with the Gamma-Absorbant version, where banner's anger issues created the hulk, and Jens insecurities created she hulk, so technically the leader is well within the theme of the story.
It’s so sad that this is true,the hulk is my favorite hero and he is meant to be a mindless brute to an extent,not a mindful intellectual being,if they make an individual hulk movie than hulk better be hulk,not the laughingstock he is today
Hulk being injected with the super soldier serum along side gamma radiation exposure in (2008) makes sense that Leader would be obsessed with the super soldier serum like he was obsessed with the Hulk and his transformation. As long as they play it right, they could easily slide him into a Hulk film (if only Disney gave universal the keys).
Pretty wierd why they would choose Leader for the villain in a captain American film, but I'm not complaining. Never thought we'd be seeing Tim Blake Nelson as the character again after like 15 years.
It's pretty common for comics, and the MCU, to mix and match heroes and villains. That, and it fits into MCU lore. The initial gamma experiments by Banner were done to try and replicate the super-soldier serum. Everything's coming full circle in Cap 4.
Which again makes no sense at all when he’s from the Norton film and the MCU all but ignored and erased everything from the film rather than repair the damage they did to the hulk character

This makes absolutely no sense the leader isn’t a captain America villain he’s primarily a Hulk villain and them using the actor from the Norton film but refusing to work with Norton himself and try to repair the damage they did to the character with ruffalo shows the MCU will continue going downhill
Simple, because Universal doesn’t want to make a Hulk movie and Disney had to put The Leader in a film that makes sense plot wise in the MCU. Get Betty Ross back too it’s only her left!
Edward Norton was the perfect Bruce Banner, but even he would not have tolerated the lame way they’ve used Hulk in the MCU. Also, what happened to Liv Tyler’s character, and Doc Samson?

Captain America 4 already has Red Hulk. There was a perfect opportunity for a true Hulk movie with Dr. Sterns “The Leader” as the villain... yet they steal two Hulk villains for one captain America movie (a captain America that isn’t even a super soldier). So if Hulk isn’t in this...

Maybe because the rights still haven't been snatched by Disney and not to forget that to use hulk in his own films wouldn't be profitable as the others in the MCU

So now we not does the mcu ruin the hulk but now they are taking away his villains disrespecting the character even more. If mcu keeps doing hulk dirty then just let universal keep hulk at least they were doing him right
