Actually goku directly implied that if he had a sensu bean, he could’ve been back to full strength and destroy that version of Zamasu. Even if saitama goes get this buff, it really wouldn’t mean anything sadly. Not against goku.

Is too early to say that. Empty void got a different aspect of god compared to Garou. I mean getting out from the universe and see the ramifications is indeed a higher dimensional technique compared to Garou, but the amount of damage is not. To do so he needed to accept god, and then absorb the cosmic energy from Garou to upgrade his techniques(he has it inside, Garou was made of it, without counting the gamma ray technique that is radiation in itself even if Garou could decide to stop radiating). While they are similar, what Garou got from god was the energy itself and the knowledge that made sense because one of Garou' capabilities was accumulate the knowledge about everything related to martial arts. With God's influence he took that into the next level not just martial arts. I'm saying that is too early to say that is because just like Garou could copy stars, Blast and Saitama mode(to some extent since he doesn't have a limiter and Garou does) i think in the hipotetical case of a match, Cosmic Garou could eventually copy Void's technique(that is dependant of his ninja jutsu+cosmic energy). We don't know their limits, C.Garou with enough time maybe could achieve the time travel feat that Saitama did(maybe not, maybe he could not replicate the move on every particle of his body, but the posibility exist, not every technique requires the same amount of time to learn is what i'm saying). Techniques aside, raw power is another thing and for now damage wise Garou vs Saitama is above this. Void damage feats are comparable to other characters without the dimensional thing. To put it in other terms, for now techniques are like utility, and power could or could not be linked ro that technique(just like time travel or the dimensional travel) And other thing, God influence depends on the individual, just like homeless emperor just got the energy spheres aspect. Which means that the exceptional the individual the greater power he gets. If Void was THAT great from the base, he would get a greater power from the start and that didn't happen until he took Garou's energy, and Garou even didn't fully accept God (he slapped his hand), we assume that was not the case with Void. The only excuse could be that God in that year could just grant less power because of the dimensional barrier being in a better state that was during Garou arc, we don't know, but for now Garou was a better vessel comparing the respective ammount of power they both got directly from God in their respective times, it doesn't make any sense if Void could be better at controlling gods power, if he was a better individual then he would get more than Garou got to beggin with. Anyway Void still has his full energy mode that resembled Garou that we saw in Blast flashback when he absorbed the cosmic energy, he for sure will get better feats against Blast

Garou is still a lot stronger than empty void. Empty void is 6D meanwhile garou is hyperversal because blast stated that he scaled to the universe which contain quantum mechanics, string theory and MWI scaling which is 26D.

And the difference in growth against Saitama proves that, if he could remove the limiter, then Saitama mode would make him grow at the same rate as Saitama, which didn't happen
