To all those saying Joker and Lex Luthor don't count for lack of powers, villains DON'T need powers to be considered super-villains. Lex Luthor has been leader of many super-villain teams and has a genius-level intellect that has allowed him to best both Superman and the Justice League. That makes him a super-villain in his own right. Same goes for The Joker. He doesn't actually have powers, but his intelligence and unpredictable planning ability make him more than a threat to all the superheroes. Look at Doctor Doom, he doesn't actually have super-powers. His genius-intellect is what gave him his powered suit and machines and his knowledge of sorcery from studying books and artifacts are what gives him magic abilities. In short, powers aren't what make you a super-villain.

I love Loki and Green Goblin and all the other greats, but you have to hand it to probably the most iconic comic book villain of all time, Joker.

Doctor Doom, who should only be surpassed by the Joker on this list, is ranked six? And then you rank the Green Goblin, who is not even the best Spider-Man villain, fourth?!? What is wrong with you?

Dr. Doom is greatest villain of all time. Not only is he the most badass villain to ever grace the pages of comic books but he has a huge amount of emotion and depth. And his feats are absolutely legendary. If it were my list Doom would be #1

All the flame war rage and butt hurt..... It makes me chuckle. This was a pretty decent list, all things considered. A few points for the people who think they know comics or have dumb complaints: 1. Thanos is a copy of Darkseid. He was introduced in DC years before Stan Lee wanted a comparable cosmic threat for the marvel heroes. 2. Lex Luthor is in fact a super villain, not just a villain. He goes toe-to-toe with the OG superhero, and is considered a threat by ALL heroes at DC. 3. 'Spoilers': yeah, the Joker is #1. For all the people complaining that he's ranked higher than galactus, isn't a metahuman, etc. Get over it. CLEARLY the Joker is the most recognized villain in comics, has a ton of influential and important comics, and more. If you really need 'proof' of his stature, look up infinite crisis on infinite earths, and near the end the villains all join up to a massive team (Brainfart on if it was the society or legion or the actual name). The Joker was not invited, because even with almost ALL the villains, no one wanted joker on the team. He's that dangerous, even to other super villains. Best part? When super villains want to scare each other, they tell Joker stories. 4. Even though it was open to all comics, the other publishers in the states simply don't have the appeal or influence of the big 2. If we're being inclusive, the fact that there are no manga villains is a bigger 'error' than not having an Image or Darkhorse villain. Who would you even include? MAYBE someone from Spawn, Hellboy.... The governor from walking dead? That's really about it. Point being, not a perfect list, but not bad by any means.

My 2 favorites don't even get an honorable mention Black Adam and Mr. Sinister. Kinda shocked The Riddler nor Juggernaut didn't make the list

Silly Marvel fanboys getting butthurt over the fact that Thanos isn't on the list. If it wasn't for the fact that Thanos had a cameo in the Avengers and GotG, no one would know who he was, except for the hardcore Marvel fanboys. Hell, I knew about Darkseid since I was 5! I didn't find out about Thanos until the Avengers movie! lol

The Joker no one love chaos like him

The Joker IS a great (super)villain, sure one of the all time greats. But an innate flaw in a lot of stories is that everyone hero, villain, the general public, always seems to find some, often contrived, reason to let him just keep going. Yes (most) hero have inhibitions about killing; but how long would a judicial system tolerate a mass murderer who freguently escape to go on killing sprees? "He's too insane to be held responsible" would only go so far. Even if some politicians, D.A.s and judges were too afraid of retaliation to do an "I'll put him in the electric chair" campaign; disrought families and friends would start a grassroots demand. And what about the villains he's crossed? A few examples: Psimon who once disintergrated teammate Glimmer with his mind let the Joker just walk up and beat him to death with a stick!?! Lex Luthor who felt a need to kill Superman for overshadowing him by being heroic, felt no such need when the Joker strapped him down and electrically torchered him? Grodd once ate a bunch of diplomats for a snack before trying to roast Batman on spit for the main course, but had no overwhelming hunger for revenge when his ally the Joker tried to kill him? These and other NOT forgiving types seem to give the Joker a pass when he does dirt them. In our real world he's a DC cash cow character and favorite of comix fans & creators. But in the comix "world" it just doesn't make sense.

Make a list of the 10 greatest superhero rogues galleries without crossover team ups (ex: Avengers & Justice League). IMO, the top five should be: 1) Batman = Joker, Two-Face, Riddler, Scarecrow, Harley Quinn, Poison Ivy, Catwoman, Penguin, Ra's al Ghul, Bane, etc... 2) Spider-Man = Green Goblin, Doc Ock, Venom, Carnage, Vulture, Scorpion, Kraven, Sandman, Electro, Lizard, etc... 3) X-Men = Magneto, Apocalypse, Dark Phoenix, Mr. Sinister, Juggernaut, Mystique, Sabretooth, Emma Frost, Omega Red, Sentinels, etc... 4) Superman = Darkseid, Brainiac, Doomsday, Zod, Livewire, Parasite, Bizarro, Metallo, Lobo, Lex Luthor, etc... 5) TMNT = Shredder, Krang, Bebop, Rocksteady, Baxter Stockman, Karai, Slash, Leatherhead, Metalhead, Rat King, etc...

I'm amazed Deathstroke wasn't a part of this list. Also, I'd say Dark Phoenix is greater than Galactus.

Here I had always heard that Doctor Doom was the best villain ever. At least from Marvel.

Of all the spectacular villains in comic books you just so happened to only pick the ones from the two biggest companies? What a fucking coincidence. Just IMAGE COMICS alone would take up at least half this list. No to mention Darkhorse Comics.

I feel like the reverse flash aka professor zoom should've been on this list because after so many years he has given the flash nothing but pain and suffering.

The joker deserves the top spot, despite being grossly overrated. Why? Because his motivation is to break Batman, not specifically kill him. In "Under The Red Hood" (which I would highly recommend), Jason asked him why he hasn't killed the joker. Batman replied by saying he thinks about it everyday, how much he wants to, but he fears that if he commits that murder, he will never go back.
