UNECE update: DCAS regulation postponed AGAIN! 😡

The GRVA had its meeting at the end of September 2023 and once more the documents were not ready in time. They should have been completed in June, but ven with these additional months the GRVA still fails at completing the DCAS regulation that would allow FSD beta in Europe.
Right now, we can only hope that they will finish it for the January meeting to be voted upon and maybe we can get it by mid-2024. If not, that it will have to be adopted for sure in the June 2024 meeting, meaning it will only be allowed as of January 2025. 😡

To be fair, it's not even completely dependant on the timeline of GRVA and WP.29. Once adopted as a new official UN Regulation, it will still have to be implemented in the current EU legislative framework governing the type-approval requirements for vehicles. This is the 2018/858 in combination with the General Safety Regulation II 2019/2144, so the EU Commission also has some work to do still.

Steven, you use SAE nomenclature (Level XYZ) to describe regulatory progress but these references are not the legal structure of approval -as I understand it . I know Elon has been dismissive of SAE references can you expand on this apparent mismatch please? @EvEvangelist

Yes, they are. DCAS is a L2 regulation, meaning that the driver will always be responsible for the behaviour of the car. The car can technically be at L4, as long as Tesla is not taking any responsibility, the whole FSD thing will remain L2. And that is exactly what is regulated. What can the car decide on and what not. There is a technical part to it in the sense that it regulates what it can do under supervision.

9:55 funny, human have one head, and if something happen it would reduce it capability, but we don't see this as problem. Sorry, but there are reasonable requirements, and not. Doubling each system is not reasonable. Even breaks in today cars are not double, so it is problem of today regulators that they start by crybaby and afraid anything can go wrong.

Even with one eye, we can turn our head. The car cannot redirect another camera. Imagine the cameras blocked by snow. Then there is no vision capability. A human gets out and cleans the windscreen. A camera cannot and has no other alternative sensors to rely on. This is what is needed for L4 and L5

@@StevenPeeters so what you do when you lose breaks, what you do, when you lose wheel, what you do when.... do you even think twice, how many systems, even not humans, can break and you are in even worst position than autonomous car without side camera? Even today, you don't have inside mirror to have visibility, and what side mirror fall of? You would say is low probability, but why same should not be aim for cameras, not how many they are, but what probability of failure. For me people today are scary cats, which ignoring already existing problems. Don't take me wrong, I think where should be regulation about safety, but should be base on probability of accidents and what risk it giving, not because someone afraid that side camera would stop working, because as I said, we don't have 2 side mirrors, and if this one fall of, and you don't have back visibility... same story, BTW is about right side on highway, because if you lose left side (and I'm talking about right side roads) car can easily go to stop without safety problems.

@@StevenPeetersoh, one more thing, where are works to replace side mirror with camera, do they have 2 cameras too? Because I don't think so. For real, people should calculate real risk, not put law because they are scary of some at most not existent case.

@@m_sedziwoj I asked myself this question too. Brakes, Steering Wheel, Throttle etc.. is there any redundancy in classic cars already? Nobody is worried about that. Why should autonomous Vehicles be redundant?
