6:34 That on/off switch for the throttle is an emissions thing, it's why all newer bikes are like that. It can be completely tuned out by a good tuner., most tuners just seem to tune mostly for power and don't bother too much with detailed throttle maps, but take it to a super experienced tuner (find one that does tuning for pro race bikes) and get the throttle maps all fine tuned at all revs in all gears, it's a lot of work, the throttle tuning is independently of the engine tuning but you can get it almost perfect if you spend the time (or money)

I own a gen 6 ZX10R and I don't have the issue you're showing with the throttle. You might want to have Riley's look at that.... that's definitely not normal.
