Ya but it sounds like they had the material but it took them 2 years to make the shaped core plus the main trigger charge and those are known to be very specially shaped yield charges. That was a whole episode of Sliders back in the day there was a whole world without nukes since no one had figured that part out.
There was an incident where a boy scout created a functioning nuclear reactor, and possibly an enrichment device. I know that that caused quite the flip for a time.

I know of at least one time, where a University student, for his research paper, created a detailed step-by-step list on how to build a nuclear bomb. He got an A and his research paper was never to be seen again.

The detonation happened off the coast of the Indian ocean, which is to the direct east of SA, as well as during the time of the double flash the SA government was secretly conducting a nuclear program. Only years later did they come out and say they had usefully developed their own nukes, except they had never tested them. So the theory goes that during this program they actually tested one nuke out in the Indian ocean to make sure they worked the way they wanted, and thus never owned up to it as any such action would have been a international incident that would have gotten them sanctioned by most world powers. Interestingly enough, South Africa is the only nation to have developed their own nuclear program, and then completely denuclearized. While Canada was one of the first to remove nukes from their nation, they were all American made.
It is believed that Israel was involved in this project too. Some reports say that Israel and South Africa were jointly working on a nuclear device and the double flash incident was a result of that effort.

One detail not mentioned about nukes here is that they intrinsically have a shelf life due to the radioactive materials in the core undergoes radioactive decay, and depending on the particular bomb design said radioactivity might even damage other components of the bomb. Normally this is fixed by regular replacement of the core and other effected components, but a lost warhead won't be getting that. After a decade the nuke will be useless without a lot of work to reprocess the core onto a new smaller core and redesigning the bomb to fit that new core(which fair enough would be easier then building a nude from scratch, but still)

The double flash incident in the South Indian Ocean is believed to be the end result of a joint nuclear weapons program between Israel and South Africa. In the 1970s and 1980s, South Africa had a nuclear weapons program. Not wanting to be hindered or limited by NATO or the Warsaw pact as the nuclear non-proliferation treaty was in effect, they reached out to the Israelis to launch a joint program. It is believed that more than one warhead was developed from this program. Due to international suspicion of Israel and South Africa being behind the test, the joint venture was scrapped and South Africa dismantled and ended its nuclear weapons program.
