Twin Galaxies can't reinstate his records on the true leaderboard or unban Billy if they want to maintain any credibility, and Billy has made this too much a part of his life to stop until they do. They'll be at odds until Twin Galaxies forces him in front of a judge and gets him legally shut down and shut up. Billy is the type of person who will not stop until made to do so with overwhelming force, settling was only ever going to slow him down.

Sometimes when I think about the Billy Mitchell case I tear up. It's so sad to think that something you did decades ago can consume your life like this. I kinda scares me and makes me realize how much life I have left and now matter what is going on I should always be thankful that I'm not living a life like Billy Mitchell. With all of us having a finite amout of time on earth its crazy that you can spend so much of it worrying about and trying to fix the problems you made decades ago. It's always clear in these sorts of matters that the lawyers are hoping the judge is technologically illiterate and will just take their word for it. You see it all the time in cases that involve anything more complicated on a PC than scrolling through Facebook.

I think Billy may legitimately have thought that "official historical database" might have been the actual main leaderboards. He's clearly not legally very intelligent & didn't realise that the exact language of the legal statement matters and historical database =/= main leaderboards until after the settlement. That's the only reason I can imagine he'd bring those questions to TG. He probably knows the courts will just throw this in the bin so he's using another court case (with Jobst) as an "in" that the legal system can entertain. If he doesn't bring Karl into this he almost certainly hits a legal brick wall and they say "you settled and got what you asked for, go away".

I think it'd be fun to see a video of you talking about someone people think cheated, then talk about why you think they didn't cheat. It'd be a fun misdirection of the usual formula.
