As a Dutchman my accent sounds similar, but I always get told I have a German accent "but funky" or people straight up think I'm from New York lmao. Nevertheless I think the voice actor indeed nailed Ned's accent
I had a boyfriend from Netherlands once and he really obsessed with clean kitchen. Also even if he's not stingy he's very frugal, but sometimes he bought weird and unnecessary things. Hetalia Netherlands really remind me of him a lot.

As a dutch person, his accent is so funny to me. The voice actor has dutch parents, but is french himself. I wonder if he speaks dutch regularly or not? He got some of the sounds right, but it definitely does not sound like a dutch accent. Sounds more like a russian one to be honest.
