Fallout 2: Solo Lv99 Vindicator - Frontal Assault on Navarro (Rough difficulty, No Damage Taken)

Just finished Dark Sun: Wake of the Ravager and am between games again. @alexfrozen left a comment on my previous Navarro run saying that I missed a turret in the bottom left. Good enough reason to shoot some stuff up in Fallout 2 again, this time with the Vindicator.
To recap the points from the last run, I've a Lv99 character with almost all the relevant combat perks and ST, PE, IN, AG and LU at 10 and I'm using the Advanced Enclave MkII power armour. The restrictions I've imposed on myself are mostly the same, they are as follows:
1) No use of items for the run. Not that it's going to be an issue with 999 HP, but crits can hit you for over 100 damage so the fight here isn't completely trivial. Most of my key stats are maxed, so the main one I'd be missing is 2 AP from Jet.
2) I can only use the Vindicator and nothing else. I did have more than enough ammunition for it and was pretty sure I wouldn't run out before everything was dead. My Big Guns skill was at 151%.
3) I have to initiate the fight from where I start, which is why I just opened fire instead of looking for a better position to shoot before running for cover.
4) No followers, though seriously, they'd just get in the way for the most part, or soak up some fire.
Managed to avoid being hit this time, though it mostly was due to luck too. Around 11:25, I was surprised when one of their goons came around from the north. I do know about the door there, I just didn't think there'd be someone. At 15:09, I'm not sure if there's a way to get them all without cheesing the elevator. Maybe shoot the lower scientist, then the Enclave Trooper, then hide behind the wall? Since the scientist higher up will need to spend AP running around and likely won't be able to shoot me.
Otherwise, nothing special here. I do a victory lap of sorts, but it's more just to let the music finish and to make sure I didn't have any stragglers left this time. Music's from Dark Sun: Wake of the Ravager. Just felt like having something play instead of the Fallout 2 music.

Did Navarro, at around 21st level (~140 HPies), with Bozar, nearly 15 stimpacks and very advanced big guns skill. Like in many Fallout 1&2 locations, the starting point is the key; you need to begin the massacre at the place where you will not be attacked by more than 2-3 soldiers at once, and you need to kill as fast as the reinforcements arrive.

Nice lol. That part is always funny but it's annoying in combat against people with guns since it gives them distance to shoot back at you, assuming you didn't kill them or knock them out with that attack as well

Never liked gatling weapons, except Gatling Laser. It was fun cutting them in half 😈 I whiped out Navarro with Turbo Plasma Rifle, H&K G11E or Gauss Rifle. Always prefered to snipe them from a distance. Needler Pistol is also fun. Surprisingly does a lot of damage.

He’s right, it’s all fun and games with your OP gear until you get owned by a critical hit, so it’s always best to take cover. Those plasma turrets also deal good damage, even with APA mkII.

Damn dude, what a slaughterhouse 😅 I finished the game 13 times and I never tried that. In my case it's Sulik who does the work for me 😅 I think he singlehandedly killed all of the Enclave soldiers close to the final boss battle, very long time ago though. Nice job!

Thanks! I mean, there isn't really a reason to shoot up the place unless you failed something really badly after all. I kept Navarro untouched for messing around in postgame like this with my current character. It is the closest way I get to relive Arnold Schwarzenegger's Commando in turn-based RPG form lol. I tried shooting up the whole oil rig instead and it was way too long for my taste. Navarro is about the right size, though a few more enemies around would be nicer too.

@@Kibbitz yeah I know, it was one of the first playthroughs - we had no idea how to get the pass from the president, so we just killed him - then Sulik took care of the Oil Rig. Your Commando playthrough was nice. I imagine you w/o the armor and using knives on top of the minigun next ^^

Vindicator is not that good if you don't have living anatomy, it gives +5 dmg per bullet as far as I remember. Also You need to try to max out heavy weapons, because bullet accuracy is calculated for every bullet in a burst. Going above 150 for energy or small guns doesn't give a lot of benefits, but for heavy weapons with bursts it does

@@Kibbitz many years ago I've spend my time in summerhouse with old PC playing fallout2 and testing different weapons in Enclave, I've also spent some time on calculations and min-maxing. It turned out that Vindicator was actually not a great weapon and it especially pales against armored targets (like enclave and navarro guys in PA). This comes from damage calculation mechanic, when armor reduction is applied to base bullet damage and then all the multipliers are added. Also accuracy and skill level makes a huge impact on burst-fire damage. On paper and during testing I've noticed Bozar was showing much better and stable results against PA-guys, and it was also very efficient at distance. Vindicator starts to work and becomes close to Bozar, only when you have living anatomy, +2 dmg upgrades x2 and sniper with 10 luck, and also very high skill for heavy weapons. Most other cases it was worse than Bozar. And btw, when you have all these skills and perks, even mid-game avenger minigun starts to work, because you can have armor-penetration crit sometimes. You can actually keep your current character and try Bozar for same play. You may get lower crit numbers, but distance shots would be much easier.

@@plohish1337 I did make a Bozar video before this. My Vindicator run was just purely because I wanted to shoot stuff with something that sounds like a minigun lol. But no, I can't keep this character, not when i want to do Big Guns and not have Living Anatomy. I'm still amazed I missed taking that. Unless I somehow failed the requirements to be offered that Perk...

@@plohish1337 I looked up the Living Anatomy Perk fallout.fandom.com/wiki/Living_Anatomy_(Fallout_2) The listed effects there are "You gain +10% Doctor and +5 damage per attack against organics. This does not appear to stack with burst weapons.", so maybe that's why I didn't take it. I'm also just playing the standard GOG install, and not using any version of the Restoration patches, so if your tests are based on a Restoration version, yeah, it might be different there.

@@Kibbitz hm interesting...I didn't do comparison by just removing living anatomy, so yes it could be I'm wrong about that. Maybe I've just forgot it. But increasing skill level definitely had a big effect for long-range shooting, even you see 95% there is a difference beyond that. And I've played original game. If living anatomy doesn't affect the result, Bozar should be even better because it has better armor penetration in the base stats.

Mostly from gaining levels, especially if you made a character with high Intelligence. Killing things gets you experience towards gaining levels, but you can get experience from fulfilling quests or doing specific events. There are books which are 1-shot consumables that raise skills, but there is a limit as to how high your skills can be raised with them (90% I think? or around there), and there are only so many books around to buy or pick up. After that, you'd need to hope for merchants to spawn those books. And there are many skills that you can never learn from books, like Speech. There are also a few events around where you can get one-time skill increases.

Yep. Beat it recently and put up an FAQ for it on GameFAQs. There were some unpleasant bugs, but outside of one serious one, I didn't have any real problems.

​@@DrownedInExile I remember beating it in the old days, but I don't remember how bad the bugs were, so my current impression is formed from the GOG version that has gotten some patches. There is one really bad bug that ruins the second last area and can completely softlock you though. That was really nasty.

DAMN, so did you level up by grinding around San Francisco and Navarro? It must've taken a long time. I just finished the game with pretty much all the quests done at level 28 (killing everyone at the rig was worth 2-3 levels)

Nah, that's not practical and after a point, extremely boring. If you wanted to do silly stuff like me without grinding, there's two sources of easy infinite experience that are only available after you beat the game. One is Father Tully in New Reno, speaking to him gets you an item that you can keep reusing for loads of exp (also sets your skills to 300%). If you want the experience but not the auto 300% skills, you could go to Vault City. In the deepest part of the vault, there's something you can use your PIP Boy on which then unlocks something you can interact with for infinite exp.

Funny thing is, a lvl ~30 sniper with P90 would get the same damage output per target (or even better)

Yeah, I mean, damage in this game is static outside of perks, so there is an upper cap on what leveling will get you after all. Also your chance to make a P90 sniper run video 😉

It's covered in fallout.fandom.com/wiki/Enclave_Oil_Rig_trap_room_puzzle , the tldr is that you need Speech tagged, it needs to be 99% or higher, and it's on a random computer so you just have to mess around. No idea if I have a save around that point, but if I do, maybe it'll be a future video.

@@Kibbitz So I tried this and it didn't work, multiple others have complained about it too. I Know it's legit because my neighbor did it in late 00s , I just forgot exactly how he did it. I already nabbed it via the trader north of modoch, but I never learned it this way.

If you're sure you didn't make any mistakes (ie, Speech is the only tagged skill over 100%, so your other two or more tagged skills are all either under 100% or don't involve Science, Repair, Outdoorsman, Gambling, Throwing, First Aid, Doctor or Traps), then it's probably a bug in your game or possibly change introduced by a mod if you're using one. I'm just playing the GOG version as is with no addons or other changes.

​​@@KibbitzA "car trunk" companion is mentioned there. It wasn't in the game, but if you were unlucky, as I was, you could get it. Traveling to a city you'd find your car gone and a car trunk in it's place. Unless you had a recent save, there was no way to get the car back. It was so infuriating.

Y'all posting F1 and F2 builds while we finished the game by pitching different creatures and factions against themselves in random encounters and looting both sides as we observed enemy behaviours and levelled up in 1998. Those games were to be savored not sped up.

This is a level 99 character with ALL the relevant perks (except for Living Anatomy which I could have swapped for Stonewall or something equally unimportant). There is NO build. This is not a build video, I don't tell people how to build a character. All I've done in the description and the start of the video is to list what's on this character in case anyone asks. As for sped up, I don't know what the hell you're talking about since this isn't a video either about how to power up quickly in Fallout. I left Navarro untouched just so I could mess around with it in post-game and shoot enemies, like a videogame version of the end of Schwarzenegger's Commando or any 80s action movie of choice. That's why I have an entire series of Navarro runs. Because it's fun. You're also making some grand assumption that people who are messing with builds didn't already spend hours savouring Fallout in whatever way you're imagining and are looking to do something else besides play the game normally. And even if they were? I don't see how this is any of your business. Let people play how they want to play.

@lurkorrion7156 The only mechanical tricks they had here is what, burst fire mechanics and aimed shots + debuffs from criticals? They don't even have fundamental stuff like delaying your turn, or overwatch. I think they just weren't concerned about making it more tactical. I'd love it if they did. I'm not familiar with Fallout Tactics but IIRC they added positioning (prone vs kneeling vs standing), not sure if they added even more. Maybe Wasteland 3 has some of these options?

@@Kibbitz Yes, Fallout Tactics is more tactical 😅, units able crouch and prone. Also vehicle can be used in operation (battle) mode not only on global map. Unlike F1/F2 FT use octogonal movement grid which is better than these stupid hexes 😤

This video exists because I wanted to shoot up Navarro with a fully kitted out combat character. It just happens that the only combat character I have which is fully kitted out is this level 99 character. I did it with the Bozar previously so I used the Vindicator this time. I also wanted to see how it performs in comparison (to the Bozar. Fallout 2 doesn't have a target dummy with infinite HP and armour settings for me to use, so this is my closest alternative. As for the enemies sucking at level 99, this is Fallout 2, not a JRPG. Your character doesn't magically make enemies suck at level 99. You have more HP, more skill points and more perks. You don't need all that. You could do most of what I'm performing here with a level 27 character. You'll usually be there by endgame (my character was at level 28.) You'd have less HP by far but you generally wouldn't get hit if you have more AP and use hit-and-run tactics like I did, and I don't think you'd lose that much either in terms of damage or initiative. And I'm not even using drugs, that would trivialize this even further. If you want an example, I did runs on the Oil Rig with my unoptimized character (ie, worse skills and without most of the relevant combat perks). My character is level 99 so I have all the relevant combat perks to maximize damage output so I can make comparisons when using the different Burst fire weapons. It wouldn't be much of a benchmark otherwise.
