The Balfour Beatty Communities LLC has been forced to pay 60 million dollars back to the US Military. During 2013-2019 the BBC stole 20 million dollars from the U.S. Government by altering repair records for military base housing. By changing these records the BBC was able to fraudulently receive bonuses for completing repair requests in a shorter time periods than required. Where is the leadership? Why did this take 6 years?

Right here. I even outperformed the baseline by at least billions of dollars. I priced the contract drastically, unbeatably, below the market value because it wasnt about the money. I wanted to help people and I just needed compensation for the time, risk and costs. Try to guess what happened... I was defrauded and have basically had my life ruined at the moment from John C Rogers ("lobbying" firm capstone national partners that openly advertises "fixer" and other services now). He is a former assistant vice undersecretary of defense appointed by Clinton despite losing the elections he was supposed to be running. He was in and out of the DoD appointment pretty quick too, try to figure out the reasons. Anyways a ton of stuff has happened despite literally making people billions of dollars that was clean, that John is fundamentally incapable of, while actually helping people (which John and Alex Rogers are definitely incapable of). My uncle was a Secretary of the Air Force. Bringing these types of soft hard "business" pretexted threats to light and at least trying to get somewhere as far as mitigation is real service. Threats foreign and domestic. A lot of these people arent even competently financially selfishly corrupt. Its sometimes not even about the money. They try to make it look like it is but its deeper and way more malicious than that... And or theyre literally THAT stupid that they cant even calculate risk adjusted returns, market verticles or expected values. Quite a lot of surveillance programs have been formally acknowledged at this point. How difficult do you think it is for somebody to detect this type of thing in our own literal military bases and housing? Alphabet, Meta, Amazon and more probably thoroughly knew and were sending targeted ads about it even. Whats an acceptable police response time to a priority call in Detroit and how can people think that we can handle anything more complex than something like this if the response isnt even acceptable in a civilian Detroit context? We need to step our performance way tf up.

actually you need officers to be this passionate. NCOs can't do much without being approved by the officer. unfortunately there are sooooo many silver spoon officers that it forces out all the good military personnel.

Even more disgusting is that they're letting this turd 💩💩💩 of a company to continue to support our military members and their families. These guys should have been thrown out on their asses and the whole system revamped. It's clear to me you need at least two levels of accountability to track repairs, one at the base level and one at the company level. The call for repair should start with the repair request going to base CE who then calls the 💩 repair company. Then, before any bonuses are paid the books are reconciled to verify the claim is legit.

As an AF Jr Enlisted that has lived on base with Belford Beauty, I greatly appreciate this video Rich. Over a year of complaints from myself going silent. Also my oven was old and barely worked, as in I couldn't get it up to temperature to cook. They told me "Well it turns on, so its not broken" I couldn't even cook a frozen pizza or brownies all the way without going another 20 minutes over the cook time

My (then) dependa fought me tooth and nail to move on base for a long time back when I was in. I tried telling them they didn't know what they were asking for... Needless to say after I gave in, not even 3 months later they were begging to move back off.

Depending on the location there are some great private renters, unfortunately where I am now all the rentable houses are operated by American Homes 4 Rent which is a garbage company with serious breed restrictions, costs way more to rent than the BAH (thanks housing market) or are straight up slums. I vowed I would never move into base housing after spending a good chunk of my childhood living in it and hearing the horror stories of the neighbors and the housing company but I got so desperate that my wife and I will now be moving on base.

Actually when it was controlled by the military repairs were spot on though the drinking water left something to be desired on some bases but these companies came in and F#$k it all up. I remember hearing about how in a few short years the home we lived in after the company took over became super infested with black mold. Learned this from a lawsuit against them for health conditions which didn't happen before the companies took over that housing area.

When I was in Basic our barracks were being renovated, but the privates were doing the work while the construction company got paid for our work. And that was on top of all our other training. We tore up the tiles, removed doors, painted walls, laid no slip pads in the stairwells, and more for 6 weeks of our 8 weeks of Basic.

Sadly a lot of these housing companies are super shady. I know of places where they actually put into there housing contracts that they don't have to honor the SCRA and that service members aren't allowed to video, photo, and post any issues of their housing publicly (social media). Absolutely disgusting.

When I was in the Marines, a few times a year we did what was called a "Chinese field day" which is where you completely empty your barracks room and clean it top to bottom. Most of the time we were wearing gas masks and basically just throwing bleach everywhere. This was due to constant black mold issues that always came back. Replaced our mattresses once a year too. This was between 2008 and 2013. The barracks I lived in during that time have been condemned for about 5 years now according to a younger Marine who was stationed in the same unit.

His videos are usually pretty funny. But this one actually hits home for me. While I was stationed at Whiteman AFB, one of my troops was moving out of base housing. The house was going to be demolished so new ones could be built. BBC tried to charge them to paint the walls, put new carpet in, and some other stuff. We had to go to the Command Chief of the base to get them to back down, almost went to the base commander who was a 1-star. I've heard a lot of other horror stories.

I worked with a MSgt at my last base that told me a similar story of the house they moved out of. the housing office made them pay for carpet and a new bedroom door and a month after he moved out, they tore the house down and every other house on the block. scammers is what they are

This is the one thing that confused me with the military. The military is practically self sufficient (they don't grow food and they do buy components from outside) but it has virtually every profession that you can find in civilian life including plumbers and carpenters. But they have to use civilian contractors to perform repairs.

It is frustrating! In 2003 we went to Iraq and had Soldiers build barracks, provide water, cook food, do laundry (huge DoD owned machines) and everything you can need. In 2010, there were more contractors than Soldiers there. Their excuses are they dont have to pay benefits to contractors but it isnt like they got rid of those Soldiers..

When I was in, I had an assignment where I worked with contracts and contractors. The reason why BCC still has a contract is that the government is bound to the contract, too, and there's probably whole sections the process and timeline for remedying deficiencies, and putting BBC on probation is step one, which already took enormous amounts of lawyers and paperwork. If you try to jump straight to step ten where they get terminated, they'll take you to court and win, because the government side of the arrangement almost never has its ducks in a row.

First 14 years of my life were spent on Tinker AFB. It’s in Oklahoma. And I can tell you that was in the 80’s. And I learned how to fix military housing issues as a child, because of this wonderful situation! Thanks for making this video AC!

I worked for Balfour Beatty right out of school as a Project Engineer on commercial construction projects. It was one of the most toxic companies I ever worked for. Sadly, not even surprised about this.

When I was stationed in Germany in the 90s we were still living in Nazi youth barracks left over from WW2, our showers were open bays like basic training so you never have any privacy but the barracks were so horrible there's no way it could be legal to live like that in the US, some rooms were empty permanently because they were such bad condition. 3 MFING YEARS PROBATION FOR STEALING 20 MILLION FUCKING DOLLARS FROM THE PEOPLE OF THE UNITED STATES, it just shows money buys your way out of trouble while the rest of us get thrown in jail over bullshit.

Currently transferring and the housing I just left had black mold, plenty of cockroaches, constant flooding from broken pipes or from toilet tanks overflowing, and confirmed asbestos in an entire wing. We had a log to report it but you only did that so you wouldnt be held accountable for breaking anything if you just moved in the room. I also used to be homeless and had a better living situation then this. Thanks AC for helping bring this to light.

The VA seems to be be great in some areas but horrible in others. Around here the VA is in Kerrville Texas and every vet I know that has gone there loves it. They seem to care and do what's right. But I have family who deal with the VA in Florida, I think it's in Orlando and it's been nothing short of a steaming pile of crap. While I'm sure the military makes it difficult for them all we really need to see internally at the individual facility's why some are so good and others so bad. It may be the fact this area of Texas has a lot of retired high ranking military including a admiral (who I can't stand) to lots of colonels including may she rest in peace one of my favorite people Lt colonel Vera Hoenig. She was a tell it like it 95 year old who fought to keep women in the military after the war ended. She was quick to admit she got the best care possible from the VA due to her rank and career achievements but even lower ranking gets get good care at the Kerrville facility.

It more than that there is alot of payoffs and corruption. For the military it should just be internal, sure mabey you have have some guys getting payed to sit around, but odds are it would cost less, and most people whould prefer that then this BS. Not to mention the fact that if you are in the military you are gonna give more of a shot about fixing this stuff.

Too bad alot of them are comming up on ETS and they are not reupping. I dont blame them! The Army really started screwing up when they started promotions to E-5 before PLDC. I went to PLDC as an E-4. There is a marked difference between the 2 sets. If your an E-4 or above and cant conduct a PT session, your wrong!

I lived in one of the “mold houses” managed by Balfour Beatty at Sheppard AFB, TX. They denied any of the mold or asbestos issues, yet my house is condemned to this day (2 years later). My neighbors saw in person them deleting work orders from their system so they could collect their end of year bonus. My family along with a lot of my close friends have had so many health and mental issues such as infertility and tumors developing. We never saw a penny from them or any accepting of wrongdoing. It was the worst experience of my life

Exactly, when one lower enlisted fucks up there is collective punishment, but when many officers fuck up they just get a slap on the wrist. One of the many reasons I left, saw yes men, brown-nosers, and blue falcons getting their promotions while hard working effective individuals being passed over or forced out (including good officers that pissed off the chain of command by following it properly and reporting on shitty stuff going on).

I was US Coast Guard and only stayed in Navy housing twice(Cape Cod Otis ANGB and then at Kittery, ME at the Portsmouth Naval Shipyard) I remember having to sign all kinds of waivers due to the amount of lead and other heavy metals in the soil and water on Otis. I don’t recall anything bad in Kittery, other than worrying my son may come home with a spent nuclear fuel rod buried beneath the playground.

Anyone remember when the Army was in the "people business" and they had the Civilian Facility Engineers? All you did was call them and they'd come out (just about) immediately and fix whatever was wrong TO YOUR SATISFACTION and they were polite and professional, and they came with the proper parts.

I wa in in the late 90's through to 04 and frankly, no I did not see that at all. When I was at Ft. Hood, my ex and I at the time avoided living on post because of all the horror stories I heard and actually saw at my buddies' houses on post. It was a joke at the time that you didn't want to request on-post housing because the housing folks would do everything they could to keep you from saying there were already damages when you moved in, just so you would have to pay for them out of pocket.

Unfortunately he hasn't blown the whistle on it. BBC was know to be a shitty company back in 2010 when I lived on Tinker and was being investigated for code violation while building houses on Tinker. It was all over the news for awhile but eventually disappeared. Money has a tendency to make problems disappear.

At least now that they've been found guilty, the servicemembers and their families might be able to bring suit against BBC for health effects suffered as a result of negligence related to the fraudulent activity (maybe as a class action). The initial penalty, which as AC says is incredibly light, is hopefully only the tip of the potential iceberg that is future litigation against BBC.

When I was at Lackland AFB as a Red Hat, the smart higher ups combined all the CE units into the San Antonio Real Property Management Authority. When Safety condemned one of our marksmanship range covers, SARPMA wanted 30 grand to tear it down (which of course was not in the budget) and three months to replace it with a new one (another ten grand). One weekend, we Red Hats used a deuce-and-a-half and a chain to pull down the range cover, then swarmed over it with our own tools and took it apart and disposed of the wood in the impact area and then constructed a new range cover and delivered the receipts to the Group Commander. He was not happy but in the end got the money to cover the expenses (less than a grand).

Army Vet here, I helped shut down and tear down barracks that were screwed. I also live outside Tinker AFB, in Central Oklahoma. Lots of soldiers complained about the post housing here and In 9 years, I never heard a positive thing about BBC or on post housing, not even from the officers.

The saddest part of this all is that Balfour Beatty used to be a respected company that did decent work. They did a lot of big construction projects in the 1980s and 1990s that were highly respected and awarded. Somewhere around 2000, they did what happens to so many companies - they let it go to their head. They jumped on the War on Terror contractor bandwagon, quadrupled in size (or more) and were never held accountable.

Agreed dude. Worked as a subcontractor for them on the new(ish) Ft. Riley hospital. Couldn't get the expansion joints sealed up & the Army Corps of "Engineers" wouldn't sign off on it. Got hung up in litigation. Eventually most of the subs had to contact senators and congressmen to get paid in full...

Not only in the military though. Industries needed for day-to-day business of a functioning country MUST NOT be privatized. Don't know about the US but on my side of the big pond most of those industries like public transport, facilities (water, waste water, power, gas, garbage collection) etc. are privatized, and NOTHING WORKS. Those people don't work half the time they're supposed to. Now just imagine for a moment they go bancrupt, what now? Sure, they have contracts, but who cares? Those services will be lost overnight and for the next three months everybody scrambles because nobody knows what the hell to do. We can't let the functioning of a society be subject to the woes of private contractors. That's how you create third-world hellholes full of corruption and civil unrest.

when he said" what is the point in a chain of command" and "were supposed to look up to these guys" has made me decided that im not going to reenlist. heads should have been rolling. if a lower enlisted made a mistake, you can dam well bet his life would be basically ruined.

They wanted to charge me $2500.00 when I moved out of base housing in Travis AFB because I didn't use their "preferred" carpet cleaning service. Carpet cleaning is a requirement to move out. I found one who would carpet clean for $300.00 they wanted me to use one that was $700.00!!! Said I violated the agreement and wanted to charge me $2500.00!

@@lawoftheland5923 You'd think that, but nearly all of your BAH goes to these companies as rent, and they have direct lines to paychecks for garnishments. Failure to pay a debt is punishable under the UCMJ. So the the service member is stuck between a rock, a hard place, and a green weenie.

I agreed to pay the "fine" IF and ONLY IF they could find damage (not damage that was already there that I documented when I moved in) associated with the carpet cleaning, which they were not able to find any. My command did get involved and came in during the inspection and told them to F off as the carpets were cleaned as required and it shouldn't matter what company did it. That was my last day in the USAF.

We had 1 Marine responsible for fixing shit that broke in the barracks. His tools? 1 wrench. His experience? None. Absolutely fucking no knowledge of what to do. None.

Everybody is getting a kickback...meanwhile all our military service members are getting is KICKED! I know this goes to the top and their desire to get further employment after their "career" in the military is over and that is absolutely shameful!

This has me VERY HEATED! From 2015 until 2020, my entire contract, I lived in barracks with black mold, no air conditioning, broken fridges, cockroach infestations, no hot water, and one time we had no power for 30 FUCKING DAYS! Only time I had good bricks were in Okinawa where we only had roaches. In Lejeune it would take them on average 2-4 months to fix most things I mentioned with the exception of literal burst pipes that flooded the building, it only took them 2 days on that. Our building in Lejeune had an elevator that was broken the whole 2 years I was there. And for some fucking reason they'd come through and fix everything in a week when the colonel and sergeant major announce a walkthrough, including the elevator and A/C, but it'd be broken again in less than a week. God forbid the top notices disrepair on their once yearly walkthrough of the barracks. If you put in a help ticket for something that's broke, chances are if it wasn't a light bulb, it'd be broken in a week after they finally fix it anyways. We figured it's because they're trying to milk money from the help requests, but it was infuriating. When a few rooms didn't have power for 30 days, we kept a board with tallies on it that's labeled "days without power". We complained to the barracks manager, who said he complained to the company guns, and gunny said their hands were tied because they already complained to the company that fixes shit and the company told them to wait. 30 fucking days later, I went over all of their heads and went to sergeant major (widely regarded as a no-no for a regular NCO despite every one of them saying they have the open door policy) and said the company is dragging their feet, and wouldn't ya fucking know, he went to the bricks, saw our dark rooms and our board with 30 tallies on it, got pissed, blasted everybody (including me for going over their heads and a marine with a rebel flag in their room), and they got the power fixed a day later because somebody with some weight on their collar stepped in. I got a page 11 for that one by my SNCOIC because I made the whole command look like shit but if that's what it fucking took to get my Marines and I our goddamn power back then sure I'll take it. One more thing... Since we had no air conditioning for most of both summers, a couple of us got portable A/C units because the Carolina summer is HOT and not only would it make sleep impossible, it would make our only sanctuary from the bullshit so uncomfortable it sucked to be there. We got a notice from whoever is in charge of the power for the building that we're using too much power, and to remove the air conditioners immediately. We were told to remove them or get paperwork, so most of us did, but my rebellious ass plugged it in after 1700 when most staff fucked off and it worked great. I got caught eventually by a motard SDO inspecting rooms at like 0200 and caught a fat nonrec on my last 6 months in but I was livid that this was a problem in the first place. It was probably the same company responsible for fixing the A/C that's being pissy about the power usage. Those bricks were literal prison. (French Creek 504 in Camp Lejeune) And they wonder why retention is so low? My new Marines thought this was indicative of the entire Corps and it really isn't because overseas they got shit done but stateside it's just so bogged down with bureaucratic bullshit and self sucking SNCOs that they all dropped their pack and just wanted to EAS in their first 2 years. It's a shame, really, and I'm sorry for Marines that have similar experiences as I did

I called this back in 2013... when it all began. I was stationed at cannon afb and the number they had posted never worked plus their office was surrounded by fence and barbed wire. Gates were always closed.. never seen a vehicle there except once in the winter.
