Sorry to hear about your debacle and thank you so much for your service! I am glad that you got it straightened out. The only time they make an exception on the tune is when you install an aftermarket supercharger kit that has a modified air fuel map with an executive order. They flagged my 2011 Mustang that has a Stage 1 Roush kit on it on its last smog test... when I did my virtual apt with the ref he said that they just wanted to see the car... and they did, and I passed... After watching all the videos, I sent my PCM to Roush and even had them verify that it was their tune that was covered under EO D-418-23 before I went in. They never even looked at the verification paper because they already knew when they plugged into the car. I even took my original product invoice when I bought the charger kit from Roush... didn't want to see that either...
Thank you for answering that question for me in my new video where i talk about how i finally passed i ask how can you pass smog with a whipple supercharger if it has an EO number so what you are saying is if it has an EO number for the supercharger they bypass the tune because its required to remap the air fuel?
@@SVTVasquez Yes. My kit has a tune that is part of the whole system which is covered by the executive order (it is even listed under the parts list when you look up the paperwork under the CARB database). When you send the PCM to Roush (you could also flash it yourself using a passive device with a file that they will give you), they repogram it with their map and I think that the state ref has that CVN on file where they know that it has been modified correctly. Since I was flagged, the original CVN had to have been changed, but the new CVN is covered by the executive order.
I was sent to the state ref last year too. Had to put the car completely back to stock. They wanted the stock pulley back on too and I took out my afr and boost gauge too. The main issue was with the tune which is why cobras are getting flagged to the ref. The ref told me as soon as they plug in there computer to the car it tells them right away if the tune is factory or not. I was lucky to have had my factory tune still on the sct handheld tuner. Flashed it back to stock and took it back. My only other option was to go to the dealer for a reflash but I didn't have to go that route. Ended up passing.
@@agent47idk15 No I didn't have to go to court. It wasn't from a ticket it was flagged from just a regular smog check. Once I took it to the ref I just paid for the smog certificate there and that was it.
That's the beurocracy that was voted into place, also why I no longer live there. So sad. On the other hand, props for keeping it safe and in the garage. No miles running up. You'll get to enjoy it sometime soon.
Lesson is, don't use those stupid handheld tuners that have one program on them for all the years of vehicles like SCT.... shit like that sucks... use HP tuners.
To all, if you are going to tune your car, don't use SCT... always use HP tuners with the emissions profile that way it does not modify the CVN and you will not get flagged. The SCT devices use the same template on all years and that is how they get you!
Wait I used Hptuners on my 99 trans am there is an emissions profile? I need to make a few adjustments like idle and stuff like that, will that change the cvn?
@@martinez1701a I have no idea.... if you aren't sure, you should keep your original PCM/ECM stock and get another one out of a junk car and tune that one to be safe.

Join SVT forums bro and ask around , or “Sell” your car to a relative out of state, or “move” to your relatives house and register the car in your name out of state and let that out of state dmv know that you have kids in Cali and sometimes drive to see them . And get the out of state plates on it
haha man i got a state ref on my m3 back in december, i got the ticket in the mail a month ago, state ref passed my decible test but my car cannot pass smog and never will so i'm pretty much fucked at this point and have no idea what to do
Did the BAR just finally cave and say the 03 tune was good enough? Usually if you get a affidavit from ford that that is the tune file that thier programming software loads based on the VIN the BAR should accept that.

It looks like just some kind of database error that they returned to you. Googling around it looks like you might need 4R3A-12A650-TC for a 2004 4.6L 4V V8. I am not an expert here so I am unclear on if that's a part number for an ECU or a tune (or both.) I believe everything they listed here is an ECU part number though. I wonder if the issue is the ECU itself and not the tune? Do you know it's the original ECU for your 2004? What part number is on it? If that number helps Ford flash the right thing you could see if that works. Also not sure if there is a CA specific difference. In any case they are also asking you for a dealer invoice so you could get your Ford dealer to write something up on an invoice that verifies they believe you have the correct ECU and tune for the car. I'd have them screenshot or take a photo of what comes back in their system when they search for your VIN and that it matches what's on the car. Basically go back to BAR with evidence of: hey I believe this is right and Ford is telling me this is right. I would also advise you google around and look at BAR documents etc and hunt down an email of someone higher up there to contact.
Yeah I put in the 2003 number and it comes up as correct for that car so I'm searching for the 04 and I only found the one you found and I believe that might be for a ford gt I don't think it will work but ill try communicating with ford

You are right I am broke I asked ford to sell me a new ECU and that ECU has been discontinued so if i got an aftermarket ECU and I would have to upload a tune to it. If ford is uploading the wrong tune to it already a new ECU wouldn't help me at all. I already passed smog and there is a video on what I had to do to fix it.
Man I got ticket for walking in Cali I moved for someone in a cross walk and my foot stepped out of the walk and got a ticket for it after that I moved never been back and I don’t have to deal with smog crap
is that a pressure sensor for your tires? i dont believe that is part of the smog check but you can simply call a smog shop to ask. The state ref is going to look at the same things a smog shop would.
i failed because my cats arent Cali compliant will buying a CARB LEGAL magnaflow fix my failing? im not buying OEM cats for $1200 but magnaflow makes Universal CARB LEGAL or universal so will that be passing?
There are two things. Yes Carb legal exhaust will solve your problems make sure you read the details on the exhaust so that it says 50 states or if it mentions california carb legal. The carb legal part are the catalytic converters they will have an OE number on that part. The 2nd part is you'll need to complete your driving cycle after installing the exhaust because more than likely your o2 sensors aren't set since you currently don't have catalytic converters but after 2 to 3 drives it should set. You'll need to drive for 25mph stop and go about 3 times drive up to 35mph stop and go and then 45mph. It's very tedious so take you time.

@SENPAII look up nate rider or something like that he had a the court situation but I didn't have that in my situation so I know nothing about court dates mine was just a ref inspection and that's it.

Wow that is crazy I live in California as well I have a 03 cobra I bought that was state referee I have an appointment this Thursday everything is stock on the car I have my code for my JLT the only thing I’m confused with is the tune, not sure if the car has a 91 tune or Stock tune, would Eisele sell with a 91 tune? The guy I got the car off of gave me a tuner when I plug it in I see custom tune and then I see 91 tune,Not sure if I will pass but everything else is stock I have a appointment this Thursday at the state referee here in California
If its state reffed you can drive it considering that your tags and registration are still valid. To get it registered you'll need to pass smog eventually and when that happens you will fail if you have a straight pipe. So expired tags can get your car impounded. But im not a legal advisor like I mention in my video I'm not a smog expert I just share my personal experiences

@@SRTsmokes so yeah do what you have to do now because after it expires you'll need permits to drive the car anywhere. Since you have time take it to the shops you need to take it to if it needs work and get it ready for state ref

Yes during the process of going through the state ref I was told once the car is payed off it gets a bit better so as of now I still have the car stock and I enjoy it as it is
@@Bayareaglobz Its all good there was a follow up video I went back to the dealership and got it right the second time around my car is completely carb legal now.
