How The U.S. Failed To Meet the China Challenge

It’s a rare subject of bipartisan agreement that China is the greatest strategic challenge facing the U.S., perhaps the greatest it has ever faced. And yet, despite a decade of admirations of both parties acknowledging the threat, we are woefully under-prepared for it. What can the next President learn from the mistakes of the recent past and how might he remedy them? On this episode of the Free Expression podcast, Richard Fontaine and Robert Blackwill, foreign policy commentators and co-authors of a new book, “Lost Decade: The US Pivot to Asia and the Rise of Chinese Power” talk with Gerry Baker about what went wrong and how the next ad ministration must fix it.

Yeah you're right, America is the only country on earth that thinks about geopolitics and power. It's just us. Everyone else is out to have happy go lucky fun party times and sing Kumbaya. You can tell that by how peaceful and calm the world was before America came to power in 1945. How in THE WORLD did this comment get 6+ upvotes?

Yes when the US wants something they just look around for those that have it and they will go and plunder it from them. It used to be subtly done and couched in fancy terms like territories, colour change, freedom, democracy etc. But with the recent plunder of Russia's reserves, they are more brazen. Looking at the US pile of debt, its always been I want what I want and I want it now.

@@twelvecatsinatrenchcoat Is this your comment about my comment? If so, where did I mention "geopolitics and power". You are a typical Yankee, conjuring up non sequiturs and fictitious statements attributed to others. BTW since you brought it up, Kumbaya is indeed a US invention which was known to have been sung in the Gullah culture of the islands off South Carolina and Georgia, with ties to enslaved Central Africans. I think I'm right in saying that the US is the only nation which used slavery on an industrial scale in recent times to enrich itself. And, forced or slave labour of prisoners is still legally allowed by the 13th Amendment of the US Constitution in the US.

Following the September 11, 2001 attack, the U.S. shifted attention from China to the Middle East, easing China's entry into the World Trade Organization (WTO) in December 2001. As China emerged as the "world's factory," producing inexpensive goods that lowered global inflation, central banks, including the U.S. Federal Reserve, maintained low-interest rates, fostering excessive leveraging in the U.S. and Europe. This, coupled with risky financial practices and the housing market's collapse, led to the 2008 Global Financial Crisis. Despite feeling unsettled by China's economic growth, the United States actively pursued financial support from China, for China to continue purchasing U.S. Treasury bills. In 2011, Obama proposed the "Pivot to Asia" strategy, which shifted the focus of US foreign policy from the Middle East to Asia. This, along with the wargaming of a sea blockade of Chinese commercial ships on a global scale, the formation of the Trans-Pacific Partnership (TPP), which deliberately excluded China, the establishment of a 2500-strong US marine air-ground task force in Darwin, and an increase in the rotation of both US Air Force planes and US Navy vessels through Australian bases, alarmed the Chinese leadership. Unable to remain passive, hide their strength, and bide their time, Xi Jinping was selected as the leader of China in 2013 to make China more secure. These included the establishment of the Asian Infrastructure Investment Bank, the Belt and Road initiative, and the building of artificial islands in the South China Sea. In 2015 the "Made in China 2025" initiative was announced. These policies directly responded to the perceived threat posed by the "Pivot to Asia" strategy. No country is excluded from joining the AIIB or the Belt and Road Initiative. Obama's intentions were clarified when he responded to Xi Jinping's proposal on September 25, 2015, to make the South China Sea (SCS) a non-militarized zone by initiating freedom of navigation operations in the SCS on October 27, 2015.

I think the strategy presented has a fundamental problem. He says the US must position itself as a counterweight to China in East Asia with the help of other states. The US would therefore offer itself as a protective power in this region of the world and its new allies would help because no one has an interest in China becoming too powerful. I agree with him that this is in the interest of the states in East Asia. But why should the US take on these risks and costs just to take on the role of a stabilizer without dominating the region economically and politically? If his strategy is followed, China will still remain the largest trading partner of these states in East Asia because the US economy does not have the capacity to take on China's role. I have not yet heard a convincing explanation from him as to what the US will get out of it.

Politics determines how wealth is distributed within a country, while wars and diplomacy determine how wealth is distributed between countries. These are not good outcomes for US citizens of US Government policies: Economic inequality, inflation, stagnant real wages for the last fifty years, costly healthcare, an expensive education system, student loan debt totaling $1.7 trillion with an average balance of $38,000, poor public transportation systems, racial inequality, mass incarceration, the militarization of police, deteriorating infrastructure, housing affordability, homelessness, the opioid epidemic, and gun violence. Instead of prioritizing the welfare of its people, the US meddles in other countries to spread its version of democracy. The question is whether the USA can continue to survive with its version of democracy, not whether it can have any leadership role in the global order.

It is a macro long term Trend that cannot be reverse without very drastic actions. The same is so obvious in "Great" Britain ,a Indian heritage PM a Muslim heritage London Mayor ..20 years ago you will never see hugh street Protest on behalf of Palestine in UK or US over the Gaza...imagine 20 years from now..where the new majority public opinion will sit..... Taiwan appears to be the U.S. proxy against China the same way that Ukraine became one against Russia. Crimea was never Ukraine's exclusive property. Crimea was put under Ukrainean rule as part of a 1954 Russian Ukraine treaty agreement to form a Social, Cultural, Political, Economic, and Military Union between the two countries. Ukraine's desire to join a military union with Europe resulted in the annexation of Crimea following a Democratic, United Nations mandated policy similar to the referendum taken in Scotland to separate from the United Kingdom. The military industrial complex in the United States needs international conflicts and wars in order to maintain a significant defence budget. So they lobby and influence the political process in the U.S. Private enterprise does not have a similar influence in Russia and China.

But now its coming out that literally a decade of this thinking has led to low innovation, a huge ego and just general hubris. It amazed me at just how indenial the Americans in our office were about china. And american media and other exposure based methods have made almost every new zealander not acknowledge just how gigantic the Chinese nation is. It's absolutely crazy how the general population is so proud of themselves and content with the world order that they arent even acknowledging that the world is fast becoming a multipolar one and that they should plan the next 20 years with that thinking in mind. But instead it will most likely hit them when its too late.

A lot of comments are against US pivoting to Asia and enforcing our rules based order. Now what would US do if other regions have excess growth while we are busy in Asia? Are we gonna play whack a mole and enforce our rules based orders against others? It is obvious that as other regions continue to grow, they will use more resources and to fuel their growth and life style. Their growth will cause our decline by increasing costs for us Americans. The question we should ask is there another more peaceful way to get along with others?

Very good discussion, liked how they candidly framed “the western concept of world order” not just world order as pundits typically say. But the fact that they never mentioned or gave an assessment to US decision to expand NATO to the borders of Russia and then support a regime change in Ukraine in 2014 which doesn’t seem super compatible with the pivot to Asia concept. Are they going to give a candid evaluation of that policy in 20 years from now just like they started criticizing Bush’s invasion of Iraq which they actually defended ?

Despite 800 US military bases around world, of which more than 350 surround China in West Pacific, they are more likely to be the weakness of overstretch than the exposition of strength. Competition, confrontation, containment, constriction, curse, crisis, conflict, combat, ‘collective deterrence’: None of them seems to stop the advances of China, which is not just another big player in the world but the biggest player ever in the human history, predicted by Lee Kuan Yew long time ago. In contrast, after the collapse of the USSR in 1991, America at first self-indulged in the myth of ‘The End of History’, then launched 20 years’ war on elusive terrorism, invading Iraq and Afghanistan recklessly, not to mention GFC in 2007.

The US does not know China. During the Cold War era, lots of universities in the US offered Russian study. The US had a big pool of talent to draw from. Russia has been trying to join the West for three hundred years, welcome or not. Russia has been part of European affairs for three hundred years, like it or not. Has anyone heard that Chinese study is flourishing in the US? How do you deal with someone you do not know? But China knows the US very well. Many Chinese had studied in the US. This disparity of knowledge is a great advantage to China. And China is everywhere in the world. The Cold War was simple: The Soviet Union had the communist camp and the US had the rest of the world. There was an iron curtain clearly marking the two sides. Now, China is everywhere. China trades with all countries in the world. Chinese tourists go to dozens of countries in the world. Chinese scholars visit so many countries in the world. China provides scholarships to many students in poor countries. China builds infrastructure in over 140 countries in the world. If you want to meet the China challenge, you probably has to fight them over every commercial deal, every construction project, every loan, every scholarship, every visit by scholars, in 150 countries, over many decades. In the end, the US will lose anyway. The reason is simple. The objective of the US is to preserve the West led world order. If you fight China over every deal, giving the Global South countries better terms than the Chinese, you build up the economic strength of the Global South and they will not be led by anyone.

Speaking as an Australian, this conversation is laughable to us. There was no US pivot to Asia after Obama's big policy turn, the US has put dismal effort into maintaining its status in East Asia and has continued to ignore its allies in the region. Biden has visited Ireland several times (its an okay country, but geostrategically insignificant), the last time a US president visited Australia was well over a decade ago. And to talk about building an Asian Nato, it will never happen. You can't convince Indonesia its security relies Vietnam remaining independent, or that Thailand's security relies on South Korea remaining independent, the geography is not contiguous like in Europe, its very easy to convince Germany that its security relies on Poland remaining independent, etc. America dropped the ball hard in East Asia, the frightening thing is though the US still thinks it can dominate this region, US lost its dominance over East Asia somewhere around 2022.
