The last live online meeting of the 21/22 season is here. As always, it is hosted by Officials Institute Chairman of the Board, Joshua Schroeder and initially aired on May, 26, 2022. The meeting topic is Block Charge. The Officials Institute holds these meetings every month for educating basketball officials on how to see and rule on plays properly. The Officials Institute believes that watching and discussing videos, such as these block charge situations, in a group helps build confidence in understanding how rules should be applied and using this format creates opportunity to receive instant feedback from other officials. Being able to ask questions while analyzing a play is invaluable to learning and relearning what we already know or think we know about a rule. This method also allows us to learn together by continually discussing the rules as they are written but exploring alternative philosophies such as a common sense approach and using and applying rules as they are intended. All videos shown are actual high school basketball videos.
The video of this online meeting includes 14 different video clips, all revolve around the topic of block charge.
(1) - 0:38 - Fast break with a crash in the paint. Easy charge call by the official.
(2) - 2:33 - Another fast break but the official calls a block. But was the defender in an legal guarding position?
(3) - 8:59 - This collision happens on a defender who turned and got hit on the side in the shoulder. Should this be a block?
(4) - 13:54 - Airborne shooter situation which makes our job incredibly difficult. Watch and see what this call should be.
(5) - 19:35 - LGP by the defender with the defender moving forward into his already occupied vertical space. What do you have?
(6) - 21:40 - Collision happens in front of the Trail but the Center calls a foul from the other side of the court.
(7) - 28:32 - Classic block charge play in the middle of the paint. 2 angles to watch on this one.
(8) - 30:54 - Big crash on a drive to the basket with NO whistle. This play needs a whistle.
(9) - 35:38 - A not so common play involving contact under the basket. Did the defender do anything wrong?
(10) - 38:13 - 2 point game in overtime and a crash happens with a block being emphatically called by the Lead. What do you think?
(11) - 42:04 - Typical block charge contact in the lane. Was the defender legal or not?
(12) - 43:14 - This play has what appears to be a charge but all the officials passed on calling a foul. Was this incidental contact or did it need a whistle?
(13) - 45:22 - Hard to see with the camera angle but was this a charge or should it have been a no call?
(14) - 51:21 - A play with a series of no calls that led to multiple players on the ground and a foul called. But, if we call the first foul, none of the other garbage even happens.
Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.

I love the video, thank you. The example that starts at the 38 minute mark. Lead official calls a block which looks wrong but he also did not grant continuation. I know this video is specific to block charge situations, but if that foul is in fact a block then do you not have to score the goal? He may have been wrong twice.

It does appear to fall into the continuous motion rule, so if you rule this to be a block, by rule you should also allow the player to complete the normal throwing motion.

34:00 interesting play. I can't make a good call from is good call from the cameras angle. I would say it to be aware of defenders using their arms to push back making their fall back look more forceful than it was

Josh just a question... LGP two feet on the floor facing opponent... If you turn away from the ball handler you STILL maintain LGP (?) I understand to deflect contact upon oneself... But to turn away before any contact shouldn't that defender lose LGP (?)

After the guard has established a legal guarding position, they are no longer required to continue facing their opponent. Rule 4.23.3b

Josh quick question Where in the rule book can I find the sliding under a airborne shooter. Once I establish a legal guarding position and the shooter goes airborne why can’t I move like it says in 4.23 what rule should I look at to help me with this confusion?

Watching these clips and thinking about LGP makes me think that player control fouls are called with far less frequency than they should be. Would you agree?

Play beginning 9:15 the C could get this as it is in his primary but would be better if the lead took it since the secondary defender came from the leads primary. Good to include in pregame. Great example of several lessons ...C held preliminary signal but once Lead yielded to C, C should have signaled block or charge. Not sure if C knew Lead had a whistle? If the call by C was on 24 with a push from back, then good example of a false double foul scenario. Great video.

I agree, secondary defender defaults to lead. Center was straight-lined to foul anyways. I'd definitely be a late whistle if I wasn't lead.

The play at 28:33. Could this be a no call? In my opinion it was minimal contact and seems simultaneous in real time.

Minimal contact initially but then he comes down onto and through the defender knocking him over. That's got to be a whistle.

On the second clip you said the center official is the one who should have called that. I don't believe that's accurate. The defender that everyone believed took the charge (thus making the center's call a CI) was a secondary defender which the lead has all day. The Lead should have that call is how I've been trained.

We follow the NFHS officials manual and currently there is no mention of secondary defenders there and how to handle them.

I don't like the flop call. It's too subjective and will result in much more violent contact between offense and defense.

I don't understand how block charge is gotten wrong so often, especially when blocks are called on primary defenders who many times obviously have had LGP for several seconds prior to contact.

21:45 False double foul. I wouldn't have a problem with Is an intentional or even a flagrant but I'm not positive there is contact to the head so someone else would have to be. (Context too) Otherwise my gut, 2 obvious fouls that need enforcement.

False double foul. Illegal use of hands folowed by a charge. Do not count the basket. Shooter gets two free throws.
