It is, but that's... not really something Charles can do anything about. Believe it or not, this was for Lelouch's own good. He would not have survived at the Court, nevermind all the pitvipers he calls siblings and step-mothers, the very person who killed his mother bore such a huge axe to grind that Lelouch and Nunnally dying from him was a foregone conclusion.

It's less that he doesn't know, and more that without a great deal of help, IE CC and him getting a VERY useful Geass, Lelouch couldn't hope to have been a threat in time. By Lelouch's own reasoning he wouldn't have been able to mount his rebellion for another decade or two, by which point the Ragnarok Connection would've already *happened*, and even if it didn't pull literally everyone into C's world, Charles still would've been gone.
@ 1:10 is probably the only time Charles exhibits any empathy during the series when listening to Lelouch grieve about Marianne. He was a terrible person but still had some vestiges of humanity within him.
It seems Lelouch and Charles were a bit similar to each other. Each sacrificed anyone including those who are important to them to reach their goal. Only In Charles case, it was more selfish and ambitious than Lelouch’s.

It's amazing how many parallels there are between Code Geass and the Arthurian Legends. Britain and the Knights of the Round are only the most obvious. This scene is a parallel to Mordred, the son who demanded something from his father, was turned away and then raised a rebellion against Britain. But that is where the real perspective shines. Mordred demanded his father's power, and unleashed his coup to burn the kingdom out of selfish spite and envy. The just and noble reign of The Once and Future King was lost. Lelouch, however, demanded not power but justice. King Arthur was not an evil tyrant that sneered and spat on his 'weakness'. While the desire for revenge played a role when Lelouch led his own rebellion against Britannia, his ultimate desire was to end a reign of oppression and build a better and safer world for his sister. Mordred was an evil and selfish man. Lelouch is many things but he is not like Mordred.

HexManiacMaylein Emperor Charles had over 100 wives (I think it was 108?) Most of them gave him at least a single child. Most of his wives he married for political gain or he married after he got them pregnant. Lelouch is however one of the few children he had after marrying that particular wife (in his case Marianne). He had 5 siblings who were also non bastards with the other 11 coming from various older bastard siblings. One of his siblings who is around Clovis age was like 87th in line to the throne. So Charles had about 8 legitimate kids with his other 90+ being legitimised bastards. Britannia is also a might makes right so while Odysseus as the oldest legitimate child has the best claim any of his siblings can leap frog over him by proving more capable. Schnitzel (I'm keeping that because goddammit autocorrect) only didn't take Odysseus' place because Charles didn't trust him and he'd rather puppet master his brother instead of ruling in the spotlight.

This is one of the reasons why Charles Zi Britannia is one of the most hated anime characters in Code Geass: Lelouch of the Rebellion Franchise. And he is one of the top 10 worst fathers in anime. He is uncaring to his wife, Lelouch and Nunnally.

1:38 Seriously, how does anyone look at a child and say such awful things? Especially one so clearly distraught and grieving the loss of his mother and struggling to cope with the crippling of his sister? And the way he sort of squeals and falls backwards at 1:57 is just so heartbreaking. He's utterly terrified, I mean come on not only is Charles extremely imposing with his large stature and deep commanding voice, but he is also the emperor of Brittania, probably one of if not THE most powerful man on the planet. Poor little Lelouch, I feel so bad for him! Even years later, you can tell Lelouch is still deeply traumatized and terrified of Charles by the way he reacts when Suzaku drags him before his father (granted he was also terrified because he knew his father was likely going to execute him, possibly torture him as well and then he finds out Charles plans to basically mindrape and brainwash him into becoming his devoted follower). God, that is still something I can't ever really forgive Suzaku for. I sympathize with him a lot, and I want to like him, I know at the time he was grieving Euphy and had no idea that Lelouch didn't actually intend to kill her or by extension all of those Japanese people. Even so, to drag someone, your best friend from childhood no less, before his father who traumatized him? And then willingly participate in helping him brainwash said friend by holding him still and keeping his right eye open while covering his left as he screams and shouts for him to stop? That's just... dear lord, how does someone do that? I can sadly sympathize with Lelouch, having gone through something similar as a child. I know what it's like to be that helpless and terrified, to fear for your safety while being yelled at by someone so much bigger and stronger than you with a loud booming voice as they make threats and hurl insults at you. I know what that's like. God, poor Lelouch.

Boy did Lelouch get it wrong. The Emperor had to pretend him and his sister were no longer important to keep them out of harm's way after their mother was assassinated, and then sent them to Japan to make extra sure they were safely away from court intrigues.
Makes you wonder what Charles really thought of Lelouch saying he gave up his claim to the throne and he's tired of the fighting and scheming between his siblings to become Emperor and Empress? Now Charles is a bastard for calling Nunnallys smile, innocence and gratitude a delusion and a lie, despite him using Geass on Nunnally and banishing her and Lelouch to him it was all necessary for his plan to create a world without lies and possibly death (as the plan was for also the dead to rejoin the living) and their safety from their sadistic jealous bro-con of an uncle.
