The U.S. Congress is based loosely on the English parliament with the Senate being like the House of Lords, supposedly the more conservative body. The U.S. House of representatives is the people's house based on the house of commons. All laws must be passed by both houses and the Senate has the exclusive power to approve presidential nominations. Committees like this are supposedly to inform lawmaking and approval decisions but often turn into political grandstanding.

Except that court has rules. That's why this bozo flourishes in this setting. He can interrupt, talk over people, draw unrelated conclusions, and answer his own questions. You'd be fine if you went up against him in court. It would be one objection after another if he pulled these stunts in an actual courtroom.
