This was incredibly sloppy of Frank Sobotka and his crew. They didn’t bother putting a decoy seal on the can, didn’t even do a good job of burying the can deep. Hell, it’s like they didn’t even bother stacking the can higher up. They just left it right at ground level lol
It was placed in a temporary location to be retrieved quickly when Malatov returned, which they believed he would. Sobotka uses the phrase 'lose it' which is confusing, but also indicates that he's reaching out to Malatov to get him back fast. There was probably cut dialogue that made this more clear, although I haven't seen it. But I think it's heavily implied. But yes, it was a terrible error, in the end they just left it there. And there's a cut scene with Beadie Russell, the port authority officer, being briefed about the high rate of theft and to be on the lookout for broken/missing seals and to vary her routine (or some such). So her suspicion at the can wasn't intended to be as out of the blue as it seems, she was actively looking at precisely that time/for that specific ship. That isn't clear in the actual aired aired episode.

Thing is, I have a hard time believing that Sergi would have left the can there, apparently knowing there were dead girls in it. Because the Dock is far too valuable to risk like that. Sure, the Greek found other options, but that was after the dock was wasted. A guy like that, can't see him wasting the dock and a willing Frank. Seems more to me that Sergi would have taken the can, and disposed of the bodies elsewhere.
The dead women in the can? They just start off the investigations in S2, the Greeks brought those girls over, Frank allows them to use the docks but didnt know there was anything LIVING in those cans. The girls arent related to anyone or close to any of the major characters, they're just girls from overseas.

How so? That's literally her job. She found a random container with the seal removed, went inside, found a false wall and opened it up. How is that implausible
Yeah I don't have a problem with how they were found. I could even chop it up to her just having a feeling or intuition and checking the container finding the bodies. That's how real life is sometimes. Things happen that you don't expect or aren't prepared for.
@@mrsinister8943only thing that bothers me about it is these guys run an intricate smuggling operation out of that port, why would they handle this situation so sloppily, even if they didn’t know about the bodies?? They didn’t “lose it in the stacks” and they didn’t even bother to seal it back up all the way…. They were asking for an already suspicious and well meaning officer to start sniffing around anything that looked even slightly off.
