This reminds me of a villain in my superhero's rogues gallery. She's from a tiny mountain village in Switzerland and her family was poor. She always wanted to get out into the world and be something, and was driven mainly by the desire to be remembered. She started out as a small-time criminal in Zürich, but year by year she gathered more wealth and underlings. In the story's present day she, still operating from Switzerland, is the leader of Europe's largest crime ring which practically controls central Europe. She masquerades as an industrialist, but people know exactly what she is. However the police has no definitive proof and the organization has too many people in it's pocket. Untouchability is starting to go into her head and she's getting overconfident.
