Things like repeating "the age of consent..." seems like it relates to a form of manipulation while avoiding lying by making an unrelated statement or explanation to garner and implication for others to think or for others to claim further. Probably with relation to repeating a falsehood to garner acceptance of it. The more "academic" version is of an irrelevant explanation, such as making a true statement with a word that most people wouldn't know and then to explain some word or element of that statement that has no relevance to imply a certain meaning to the first statement, but which is technically incorrect with the proper definition, but contextually implied by the second explanation. Essentially extortion of a known bias to cause a contextual manipulation of a term whilst technically making a factual statement that doesn't align with the intent.
