Who is the Smartest Pokemon Villain? Pokemon has seen its fair share of villains of many different types. Some want to take over the world, while others want to destroy parts of it in an attempt to revert the planet to what they believe to be a better state. And with many villains, there’s usually some type of organization associated with most of them. For better or worse, it’s an iconic trope of this series that remains to this day. I mean, even people who have never picked up a Nintendo system or any kind know what Team Rocket is. So, of all the villains in the series, which one is the smartest? Who would you put the most faith in to genuinely get the job done long-term? Well, that’s what we’re here to analyze today.

Ghetsis making N the public figurehead of Team Plasma was a really good plan because if the authorities took down the organization, he'd easily get away because he operates it from the shadows. As for Giovanni, he pretty much had the guards block every entrance into Saffron through bribery, the main reason is what lies in the city, that being Silph. And as shown in Episode 2 of Generations, the Rocket Grunts who were arrested refused to snitch about their boss

Ghetsis having a meltdown makes sense to me. Man played the long game for YEARS, molding a child to essentially be his puppet, all the while his sanity was never truly intact. (Which could have something to do with the fact his entire right side of his body seems fucked up) only for, as he puts it, losing to some unknown trainer not once, but twice.

To never, in all that time, think there was even the slightest possibility that he could lose? That's not a smart move to me. Always have a backup plan, especially if you're plotting for decades.

The Giovanni from Rainbow Rocket was the Giovanni of that Universe. He stepped aside so he could remain undetected, convincing Red he was done so he wouldn't be followed

7:03 word of god said Ghetsis went into a vegetative state from having his plans foiled twice, that's why he can't do anything anymore. it's why the shadow triad actually get mad at the player when they usually keep their emotions suppressed, he was broken so much they can't even fix him.

Yeah I feel like the only bosses younger than him are Guzma and Piers (before someone says Penny, Star isn't evil. Well, Yell isn't evil either but they at least did some bad things).

But even then, by far (There isn't even a contest), Lysandre is the dumbest of them all, cuz you already know from the start (And not only the player, Diantha and Sycamore also suspect something is fishy) that he is evil.

Regardless of their intellect, Ghetsis is easily the most evil of the Team Leaders. He may say that RR Giovanni is pure evil in USUM, but that descriptor lies solely with Ghetsis.

Oh totally. The only villain who even comes CLOSE to being as evil as Ghetsis is Purple Eyes from Ranger 3.

Cyrus pretty much would have won in Platinum if it wasn't for Giratina showing up. Like, there wasn't a damn thing the player could do (he knows we have the Master Ball since he gave ot to us) and the Lake Guardians could only balance one Dragon. Also, Ghetsis had a solid plan too, it's the only one (aside from Giovanni) that doesn't seemingly backfire on him in Ultra, he just plain won without almost dying or needing to do some major repair to the region. It mainly fell thru because N just had to do his "two heroes" thing with the player.

Ghetsis "shell" cracks pretty early though, him constantly having to correct himself when he mislips "My Team Plasma" alot for example, and his weakness is that he believes that his intelligence can't be matched, thus he is the one who should guide and control unova, he should be the only person to use pokemon (he raised N and had him bond with one of the two unova legendaries as a deterrent to force people to release their pokemon because he knew a legendary wouldn't choose him) and that his plans are fool proof, but over the course of the story he loses grip on his plans and that's what ultimately gets him in the end, because things happened he didn't expect for all his knowledge. He also underestimates pokemon's feelings greatly, in the B2/W2 manga he vowed he wouldn't quit when he was taken down, but then pretty much was begging to go to jail when he saw tons of pokemon glaring holes at him, since he assumed he could easily control them, but he realized no they ain't having his antics, and likely would tear him apart.

@@dethtroy2185 Not really counting the manga here. Otherwise, it would probably go to Lysandre maybe? Idk. (Flare had this hidden stranglehold on Kalos there. Iirc, the protagonists efforts also went kinda unacknowledged by the civilian Trainers of Kalos too. I remember the ending being rather bittersweet anyway, but it's been a long while since I read it.) And there's a big difference between slipping around us, and slipping around N. He definitely has those character flaws tho, but ultimately, at least in the world where the player doesn't exist, things went off without a hitch apparently. (Aside from Giovanni.) It's also pretty likely he murdered N to get his Dragon, since it was lightly implied in the original BW with Hydreigon being able to counter N's whole team.

If I might say so: I think the second most intelligent villain in the entire Pokemon series as a whole is the one in your profile picture. I mean, yes: Volo isn't a team leader but, the fact he manipulated the player character to trust him as his/her best friend is something no other villain has ever done. And that makes the backstab/betrayal all the worst when it happens.

​@@elizabethazzinaro8457 Yea, I agree that Volo's one of the smartest villains. I didn't even suspect him until he started getting super pushy about the plates in the postgame. Then the conversation in front of the Giratina statue confirmed them. Like, I knew there would be more to him than being a humble merchant, I just thought the Celestica stuff was it. The fact he's your apparent friend thru most of the game, initially the only other person there for you when you got banished, only to find out he's only using you (and would have killed you) really twists the knife all the more.

Ghetsis was a terrifying force. In some ways he was trying to bring about a change with force, and the concept isn't totally odd. Because of course some people would see pokemon battling and pokeballs as wrong. It's cruel in some aspects. And using a boy he raised for the purpose as the poster child and staying behind him, just dictating it all with a team that was seriously strong on it's own. He was terrifying, and in 2 he went basically insane.

I think they represent three different specialisations in terms of inteligence. For Cyrus, its booksmarts, literally being intelligent enough to be able to decipher ancient murals and create the red band (forgot the name) from Uxie, Mesprit and Azelf. For Ghetsis, he's cunning and tactical, manipulating the player, N, Team Plasma and even the Sages, and coming up with contigencies should they fail. Giovanni, emotionally smart. His charisma is his most obvious point, but there are other instances. In the anime, Giovanni keeps Jesse, James and Meowth around despite their incompetence, because he knows they are often travelling to hunt down Pikachu, who is always traveling with Ash. That's not to say that these three don't excel in other categories, but they are excellently smart in their own categories. But the villain who I feel would be most effective would be Giovanni because of the loyalty his group shows, even after he was defeated

I would love a video where you go in depth on every villain of Pokemon. The team leaders from gens 1-6, Lusamine, Chairman Rose, and the Professors of Paldea. Why I specify gens 1-6 is because they stop being villain teams after gen 6. With Teams Yell and Team Star, they're not even bad people. Team Yell are just Spikemuth gym trainers/citizens that want someone from their hometown to become champion. And Team Star is several, probably more than 100, traumatized and bullied students who wanted revenge. It's honestly really depressing that they had to fight back and the Uva/Naranja Academy did nothing.

While sun and moon are not my favorite games, I feel like Lusamine should have gotten a mention here. She was able to establish a team that could freely operate in Alola relatively unchecked and she manipulated team skull into doing her bidding. She also was as close to achieving her goals as Cyrus, however she had the mental capacity to step away from her evil.

The giovanni from rainbow rocket also arrives in Masters where he is shown to be more smart as he was able to manipulate Rose (which is not a big feat i know cause rose is just too stupid) but he was able to use other teams for his own advantage to gather info from all over the island and the fact that he is still so calm even though no team is working under him makes me feel uncomfortable

While people will argue Ghetsis isn't smart lets think about it. Ghetsis hid Team Plasma's main purpose for how many years and in context hid so thoroughly that it makes Team Rocket and Galaxy look like blundering idiots. And if successful in Unova his next Target is the Sinnoh legendary trio. His team is also a hard mirror of Cynthia's team. Also Rainbow Rocket was Ghetsis' idea not Geovani's.

Lol. All that effort to conceal your efforts only to have a literal castle to rise out of the ground and be utterly defeated in the next hour. Ghetsis is a manchild who crumbles the moment he hits an obstacle. Also I re-checked Ghetsis' dialogue in USUM and there is no mention or hint of him being the creator of Team RR.

He's also the only villain that was successful twice. Having him manipulate N and beating the Champion, an castle that was once ruled was back & not making one single mistake. Although it didn't last long, he did manage to complete his tasks. And he did it again in Black 2 & White 2 when he has the Fusion core item and used Kyurem to fuse with the other Legendary Dragon and freeze Unova was clever. Again. It didn't last long. But he did it.

@@jaretco6423 That is like saying Nazi Germany won WW2 because they started operation Barbarossa and caught Soviet Union by surprise. Ghetsis' goal was to take over and rule Unova in both games and he failed.

Keep in mind for gen 1 Giovanni doesn't have that bad of a team. So I don't think that should be a factor unless it's talking about how it helps them dominate their own team members. Like ground types are super effective against the poison types team rocket members usually use, making him seem even stronger as a trainer.

All three are definitely smart. With how much planning Giovanni has done in the games and anime, he certainly knows what he’s gotta do. There’s also the manga where he recruited Koga, Lt. Surge, and Sabrina and was one of like three or four people who could communicate with and possibly heal Pokémon. Lance and Yellow being the others and possibly Silver. Now, as a side note, I feel like Chairman Rose is a smart guy. I won’t say be was the best antagonist, or the most patient, but with his did know what he wanted and how to go about it.

Rose is held back by his impulsiveness and egomania but yeah, he's a super smart guy. He built Macro Cosmos from nothing (he was born into poverty) and his entire Pokémon team is structured around taking down Eternatus, which means he had to have sussed out what type it was, something that likely wasn't recorded to history.

@@BJGvideos They’re fun games for sure. At least in my opinion. But yeah, some elements of the plot needed something. Maybe keep the whole Rose wanting prevent the energy crisis, and in his attempt to “make Leon the hero” he maybe turns Leon into the villain. And the MC and Hop have to stop/save Leon.

I know he's not a team leader but Volo was definitely one of the smartest Pokemon villains of all time. Especially since he manipulated the protagonists to do all the hard stuff for him and convinced him/her that he was the only friend he/she had! Only to betray them! What other Pokemon villain has done that?!

Maxie was the only one in the games who realised how Hoenn had too much water. His methods may have been too much, and he may have tried to use the Blue orb on the red Pokemon, but still.

Cyrus is undeniably the most scientifically intelligent, and I was gonna say Ghetsis is the most calculating but I totally forgot about Rainbow Rocket and you've convinced me that that title goes to Giovanni, but I still think Ghetsis is THE evil mastermind of the Pokeverse.

One of the other smartest villans( although not a team leader) has to be Volo. How he gets the player to collect all the plates to find out he has the last one and has giratina on his side is crazy.

Giovanni he is the jack of all trades rather than a master of 1 character. Unlike the other villain bosses that can't go through with there plans because they didn't think it through(team yell), could not adapt to something going wrong with there plans(team magma, Aqua), understanding outside factors that could effect the plan(team galactic), being a grunt for a bigger bad(team skull), losing their minds trying during the plan or after be defeated (team plasma and lusamine). Giovanni is the only villain boss that retreats to return in the future more prepared, not putting all his resources behind 1 plan, has back up plans and built a team that even without him can still function. There may be smarter bosses in 1 thing but he is smarter all around. I'm not counting team star as they aren't really a evil team as they don't do anything but recruit new members and skip school to stay in there bases. And I don't even know what team flare was trying to do as in the first half it's get money by selling fossils and taking over the pokeball factor then it becomes out of nowhere activate a ancient weapon to destroy current Society (had to google this).

I think another point to be added to Giovanni's brilliance is that he is the Viridian city gym leader at the same time as being the biggest mafia boss of kanto and he pretty much willingly gives up his position as the gym leader not by anyone catching onto his schemes except the protagonist of the game even when he takes over a literal city (I'm sure it's because pokemon developers didn't think of this as that necessary especially in the first game but it's something to be noted down)

Giovanni IMO, he's the only one that tried a multi-dimensional scheme and he did manage to be the leader of all the evil teams at some point. Gen 1 for the win! And yes, other than him, Ghetsis is pretty much up there as well. He's also the scariest villain we ever had in pokemon (because of N, I don't want to imagine how he was treated to end up the way he did).

He wasn't really the leader since they weren't really all on the same page or anything, they all wanted to carry out their own plots, and Ghetsis was 100% planning on manipulating Giovanni like he did N. (That said, Gio would have definitely caught on to that.) I kinda get the vibe Gio more or less rescued some of them and just left them to their own devices in their rooms. (I think if we had any actual interaction between the bosses in that arc, there would have been an active WAR there by the time the player got there.)

​​@@c0mpu73rguyThat would be hype. I wish we got more interactions between them in the games, but at the same time, given the conflicting goals and personalities, it probably would be very chaotic. Archie and Maxie were ready to fight upon seeing each other, Cyrus (given his motive that he was abused) would probably despise Ghetsis if he learned about N (who was also emotionally abused), Ghetsis and Giovanni are the sort of greedy, oppressive people Lysandre hates most (to a murderous degree), and then there's already the Giovanni and Ghetsis manipulating each other thing I mentioned. The power plays and backstabbing would really make it fun to watch.

This is so cool!!! I never going into the in-game Evil Teams in so much depth it is very cool and interesting!!! Would you ever consider going into depth into the Best Pokémon (Stats, Moves) for Pokémon Contest? Or going into depths on opinions between Pokémon Contest and Pokémon Showcases? While Ash and Pikachu will forever be iconic. It would be interesting seeing female protagonist’s goals highlighted!! While looking at stats in a different view point (cute, beauty, coolness etc)

I think that Giovanni has a weaker team compared to - for example - Ghetsis is more a sign of its time than Giovanni's flaws. There just wasn't that much useful stuff to choose from for a Gen 1 ground type specialist. Also, the Persian needed to be included in some version as he has one in the anime for obvious reasons. On the other hand, he is one of the few characters who has access to legendaries. I think what speaks for him is the fact that he has been a gym leader for years without anyone noticing that there's something wrong with him - and the strongest leader of his region on top of that (at least according to rank, we all know that the true big boss here is Sabrina). Of course, the methods Ghetsis uses can be considered smarter. But I think Giovanni had the bigger impact and was overall more successful as his goal was more grounded.

Giovanni, mainly because of his pragmatism and you brought up good points about Team Rocket's devotion to him. Plus, as you said, he *did* funded the creation of the world's strongest Pokemon that could rival Rayquaza and Arceus(without the Legend Plate) in raw power.

I’d have to go with Giovanni…more so due to teams…whereas Cyrus and Ghetsis have aces that gained a weakness in Fairy types (Sure RR Ghetsis in Ultra Sun’s ace Reshiram resists Fairy type and Ghetsis has Bisharp to counter Fairy types, but with the other version Ace having a weakness… yeah. XD;;) Giovanni has to Mega Evolve Mewtwo to get a Fairy type weakness on it, and whose to say you’ll have a fairy type before you get to Mewtwo as he has Poison types.

Penny is EASILY the smartest of all the Team Leaders. First, she had two goals. One, she had a plan to stop the bullying at the academy and two, she saved Team Star from expulsion TWICE. Second, she had smaller scale goals than even Giovanni. And you better believe that THAT is saying something. Third, she accomplished all her goals. She even saved Team Star the second time BECAUSE of the player character. She also thought ahead so that Operation Starfall could take place when it was needed. And even after she confessed ALL of her sins, (like hacking and stealing money from the league) Geeta herself was so impressed that she employed Penny to keep future hackers out. And Team Star is STILL active, sort of. Needless to say, she is the smartest and she isn't even malicious.

None of them, since they all lose, but if i have to choose, its going to be Giovanni, since its the only Evil Team and Team Leader who hasn't been brought down by Ash Ketchum (If we take the anime into account) Giovanni not having the strongest team is obviously because he had acces to a limited amount of Pokemon anyways.

Also, Any butchery made to human characters in the series cannot overshadow the extreme butchery done in the execution of gods who were meant to define all of Pokemon lore and the universe(s) they shaped; Pokemon who were meant to be at the very pinnacle in terms of power-level. These Pokemon make digging into the lore feel meaningless at times because the games / movies expressed ridiculous amounts of plot armor against the entire lake trio, creation trio, and Arceus, in a manner either not as present or not as severe as in any other generation's media. Every time I bring this up people are like "isn't every Pokemon story like this?" The answer is no. No other generation gets this ludicrous amount of plot-induced stupidity. For example, in Gen 6's case, Team Flare was able to get a hold of Xerneas/Yveltal by sneaking them into their base while they were sleep. Lysandre tried to get their life energy drained but they eventually woke up on their own, broke free from the weapon, took back their life energy, and showed Lysandre who was boss. - okay that's actually reasonable. In Gen 3, Archie and Maxie raided building after building ran by human communities everywhere in order to gather the resources needed to access the legendary box art. They've obtained the resources and then reached out to Kyogre/Groudon, who then proceeded to break free, go out of control, and show Archie and Maxie who's boss - this is also reasonable. A similar thing happened with BW as with Gen 3 except a legendary Pokemon willingly sided with the main antagonist of the game. N did not attempt to force Reshiram/Zekrom under his control. In B2W2, Kyurem was captured and used. Okay sure, but conceptually, Kyurem is a soulless empty shell of a Pokemon deprived of any motivation to do anything but eat and sleep. It needs help. It needs to see the light in truth or ideals in order to gain the motivation to do something. This is a reasonable explanation for how Kyurem managed to get captured and used by Team Plasma in B2W2. Additionally, Kyurem was designed to be nowhere near the level of deities that control time, space, or all of existence. Kyurem is just able to freeze the world with ice. Not shape up entire universes or define the entire nature of Pokemon as we know it. In Gen 7 the only legendaries captured by human antagonists were baby Pokemon. Aside from that, Necrozma managed to get control of Solgaleo/Lunala but Necrozma was designed to be a force above them anyway. Gens 1 and 2 didn't really use their legendaries much in the plot aside from making them glorified trophies. Gen 9 turned their legendaries into glorified regular Pokemon with little substance. Gen 8 simply had legendary Pokemon do their jobs. Nothing more. Team Galactic were actively messing with Pokemon gods, whether it was Uxie, Azelf, Mesprit, Palkia, or Dialga. Almost all of them canonically had the power to see what Galactic were doing well ahead of time and intervene. All 5 of these Pokemon had every capability possible to avoid the situations they were stuck in. Uxie could dismantle Team Galactic just by opening its eyes and even know what Galactic were doing before the team even reached it. Azelf can manipulate or remove their will, even control them for its own desires. Mesprit could play around with their emotions. All 3 could've done the exact same thing they usually do when you see them; just randomly disappear into somewhere far away. They could have done that to escape as the very last resort if that was ever needed, which it wasn't. Dialga is the embodiment of time. The literal nanosecond it appeared out of its portal it could have ended up in 50 different points of time simultaneously to stop Team Galactic from ever getting a hold of the Red Chain. Palkia could've just erased Cyrus within that same timeframe. Giratina was just shoehorned into the same climax as DP to save the day, with no real explanation until [B]13 years[/B] later with Legends Arceus.

First off: Team Star isn't an evil team. However, using that argument, the Aether Paradise wasn't an evil team either, we just had Lusamine being evil (And Faba to a lesser extent, but then we had Wicke to counter that).

Cyrus is way smarter and half the age of Ghetsis. The L's Ghetsis took were severe, lost twice and his whole team/son left him. As you said he had a lack luster goal compared to what Cyrus tried to achieve. Ghetsis is not that smart. Not mentioning Lysandre, but Ghetsis is a crime.

Lusamine tbh is my pick, she runs both a cult via Aether Foundation and manipulates the leader of Team skull to be an open antagonist so she could get her overarching plans done without much resistance. she essentially manipulated dual layers of a plan by herself and essentially succeeded the player undid her work not stopped it.

Team Skull technically isn't even an Evil Team anyways, since all the members are just misunderstood. Team Skull appears in Pokémon Sun, Moon, Ultra Sun, and Ultra Moon. As revealed by some of their members, Team Skull is composed of misfits who failed the island challenge. They steal Pokémon from people, but unlike previous villainous teams, they do not have a specific goal other than to cause trouble and acquire enough money to support themselves. In stark contrast to previous villainous teams, they do not pose a serious threat to the wellbeing of Alola and its residents, the majority of whom consider them thuggish nuisances at worst. We haven't gotten a true evil team since gen 6 (Team Yell, Team Star, Team Skull, Aether Foundation and Macros Cosmos aren't exactly evil teams either, its just their bosses that are evil and then with Macros Cosmos, they only fight the player character and Hop, not because they are evil, but because they are told to do so by Oleana, who isn't evil either, just devoted to Rose. Its basically the same for Aether Foundation and Team Skull (Guzma is literally manipulated by Lusamine, who herself isn't truly evil either). If we need to talk about dumb leaders/villains, its probably Lysandre thats the dumbest, considering both Sycamore and Diantha also suspect something is fishy, but they cannot actually pinpoint what it is. Heck, the evil villains in the games aren't the evil leaders, its the professors, Mustard and his wife honey. This is due to the professors and Honey only saying you can choose only one starter Pokemon (Locking you out of the other 2, which especially is a nuisance obtaining them in early games) and Mustard only gives you one Kubfu, while their are 2 forms.
