All the voices on this show were "impersonations", not the real Bowie, Iggy, Eno (who appears in a later episode), etc, and obviously not the real Klaus Nomi (unless they know a really good necromancer).

When this episode aired, I was so happy to see Iggy Pop there with Bowie, but had no idea who Klaus Nomi was. After finding out. I forgot he existed for a couple years, rediscovery is the best.
SPOILERS After watching the whole show, I’m saddened by how the Sovereign wasn’t actually David Bowie, just some random shape shifter. But I guess that’s just how Verture Bros is with its love of anti-climaxes.
See I'm sorry but you don't get it david bowie was a sharp shifter that's why when they knew he was dieing they killed him off people in the show I think it's fucked to show a dead man on tv or movies after there dead maybe to talk about something but always in past tense I think doc and hammer probably feel the same way
