What did you redesign? That mechanism is in every modern toilet paper holder out there, some without the compliant mechanism. But it's basically the same thing.
I haven't noticed any in the West coast of the U.S. Maybe there are some premium options that are similar to this, but most just use a cheap spring-bar method.
