I bet this was a leaking fuel system and the new plugs made no difference. Check out the 1KZ service manual for a diagram of all the places leaks could occur (usually at the injectors or fuel filter).

Im not sure I understand your logic. The plugs are supposed to be .72 ohms. The first set tested .8, the second set tested .9-1.0. So you installed the set the tested incorrectly. Why?
how long for your glow plug light to shut off, my hilux surf has the same engine and also taking a long time to start. I tried glow plugs and nothing, and actually now my check engine light is on.
I believe the glow plugs stay on for 20 to 25 if the engine is cold. Something I didn't realise was that the glow plugs remain on even when the glow plug light in the dash goes out. You should be able to hear the glow plug relay (located in the engine bay) click after about 20s when they turn off. Starting problems could be a fuelling issue. Have you made sure the fuel system is bled? I know on the land cruiser the fuel pickup line in the tank can corrode and allow air into the system, causing starting issues. I don't know if the Hilux Surf suffers from the same problem. If the check engine light is on you can check the error codes to help find the problem.
I've only just been researching diesels for the past 2 weeks, but you should check to see if your diesel filter is at least 6 months young and air filter is newish new, and make sure you reset the fuel system via the prime pump if you replace it, the 2nd thing should check, is that your intake may be chocked up for of rubbish from the egr, do you think it might be time to buy new gaskets and clean the intake manifold ? which maybe this guys problem, the key rule for engine is spark(in this case extreme heat), fuel, and air.
