The engine needs 500 psi just idle, it can usually achieve this with 22-28% commanded IPR. Once the icp voltage is confirmed to be .18-.26 about a 1/4 of a volt key on engine off and it has base oil pressure filling the oil filter housing, we can start looking for leaks or restrictions. The ipr commanded to 15 or 85% means it could not reach the desired or programmed pressure. 15% is open or dumping pressure. usually a bad ICP signal/sensor. 85% is fully closed and could not the pressure asked for. Most of the time on 03/04 is a pump. 05 and up is a leak. Bad IPR every now and then or now with the doorman crap out there I'm seeing restricted flow from plugged screens in the IPR which means a plugged screen under the oil cooler.
