Out of all the regions the Midwestern accent is, with a few exceptions, considered to have the closest to standard American English. Aptom is correct as well... Some will let you use MMS without data... HOWEVER, what the guy in the post was arguing, is that you need your data turned on to send SMS... which you don't... Needing data is mostly to surf the net or send/receive pictures/gifs

It's still data transmission, just over the phone connection. Even a phone call is.
